Job Summary
The Baltimore City Department of Transportation is seeking Community Aides to assist the Harbormaster Office with management and operation of our recreational boater docking program. Community Aides will help the Harbormaster coordinate the docking of vessels at Baltimore City Municipal Piers at the Inner Harbor, Fell’s Point, and Canton Waterfront Park. The goal of this service is to manage the safe and smooth flow of boat traffic through Baltimore Harbor, ensure collection of docking fees, serve as a guide for visitors to Baltimore Harbor and generate revenue for the General Fund. Activities include managing an online reservation system, collecting docking fees from transient boaters, scheduling docking for charter boats, cruise ships and special ship visits, preparing monthly usage reports, answering telephone and online inquiries, promoting the City’s dock availability to residents and tourists, and providing world-class customer service. Harbormaster Aides encourage compliance with the rules, regulations and protocols of the Harbormaster Office as well as maintain, distribute and account for materials, equipment and supplies. Incumbents receive general supervision from a technical superior. Work may require standing and walking for periods of time in hot or cold environments, moderate physical activity, and lifting not to exceed 40lbs.

Essential Functions
The following examples illustrate the work performed in the positions in this class. This list is not inclusive. A position may require related duties not listed, if necessary, to accomplish the work of the agency:

  • Provide excellent customer service.
  • Observe maritime safety protocols and wear issued safety equipment.
  • Manage computerized online reservation system including arrivals and departures
  • Answer phone and email inquiries.
  • Answer complaints and resolve problems for the boating public.
  • Perform public relations work around Baltimore Harbor.
  • Maintain record of fees received and prepare monthly utilization reports
  • Operate and maintain 17’ Boston Whaler Montauk and VHF Radio
  • Other duties as assigned.

Minimum Qualifications

Education: Graduation from an accredited high school or possession of a GED certificate. Undergraduate degree preferred.

AND

Experience: Have 6 months of working experience demonstrating organizational skills, diligence and attention to detail; exceptional interpersonal skills and a friendly demeanor; excellent written and verbal communication; problem-solving and multitasking ability; physical stamina and high energy level; Ability to perform under stress and manage conflict.

OR

Equivalency Notes: Have an equivalent combination of education and experience.

Licenses, Registrations, and Certificates: Have a valid Maryland Class C Noncommercial driver's license or an equivalent driver's license and be eligible to obtain a Baltimore City driver’s permit. PROVISIONAL DRIVER’S LICENSES ARE NOT ACCEPTABLE.

Background Check
Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening, and must be successfully completed.

Probation
All persons, including current City employees, selected for this position must complete a 6-MONTH mandatory probation.
