POSITION DEFINITION- SENIOR CIVIL ENGINEER

Under limited supervision, plans, organizes and reviews activities, programs and services of the Public Works Engineering Division; leads and oversees design, review, and production of sewer, storm drain and stormwater quality capital improvement projects; prepares and develops construction drawings and specifications; performs related duties as required.

POSITION DEFINITION- PRINCIPAL CIVIL ENGINEER

Under minimal supervision, supervises and participates in a variety of field and office professional engineering work; plans, designs, and reviews the various stages of capital improvement projects; performs technical studies; performs related duties as required.

CLASS CHARACTERISTICS-SENIOR CIVIL ENGINEER

The Senior Civil Engineer is an advanced journey-level professional classification tasked with contract administration or engineering projects. The incumbent performs inspections of construction projects, makes field inspections, and conducts a variety of technical studies and reports.

CLASS CHARACTERISTICS- PRINCIPAL CIVIL ENGINEER

The Principal Civil Engineer performs professional level engineering project assignments and is responsible for independent analysis and recommendations. Incumbent supervises the work of lower level engineering staff.

SUPERVISION EXCERCISED-SENIOR CIVIL ENGINEER

Supervision is provided by the Principal Engineer or designee; lead oversight is exercised over subordinate engineering project staff.

SUPERVISION EXCERCISED- PRINCIPAL CIVIL ENGINEER

Receives supervision from Director of Public Works/City Engineer; exercises supervision over assigned personnel.

ESSENTIAL FUNCTIONS-SENIOR CIVIL ENGINEER

  • Plans, organizes and oversees City’s Safe Clean Water Program, “Measure W” funds and projects; ensures City is in compliance with State’s MS4 Permit.
  • Attends advisory committee, focus groups and related meetings as necessary; guides and oversees environmental consultants.
  • Leads design, review, and production of sewer, storm drain, and stormwater quality capital improvement projects; prepares construction drawings and specifications.
  • Trains staff in the investigation, design, preparation, and review of a variety of plans, estimates, and reports involved in Public Works projects.
  • Assists in establishing technical criteria and engineering standards for the Engineering Division.
  • Identifies and prepares project scopes, engineer statements, cost estimates, schedules, specifications and funding opportunities; submits water quality reports to Water Board for review and approval.
  • Participates in the establishment and implementation of goals, policies, procedures, objectives and priorities for the Engineering Division.
  • Develops proposals for grant applications and administers awarded grants; prepares staff reports for City Council, occasionally attends and presents at City Council meetings or other agency meetings, as assigned.
  • Assists in the preparation of CIP budgets for the Division to include revenue projection and forecasting for needed funds; prepares and updates a schedule of sewer fees and charges; monitors expenses.
  • Prepares bid packages, request for proposals, public works contracts, supplier contracts, professional service contracts, and procurement; evaluates and administers professional service contracts.
  • Performs technical engineering calculations and analysis, including but not limited to hydrology/hydraulic calculations, sewer capacity analysis and low impact development (LID).
  • Represents Department at various industry groups, forums, and meetings, as assigned; confers with developers, outside agencies, other city departments, consultants, contractors and customers.
  • Performs a variety of customer service activities; investigates and resolves complaints and inquiries.
  • Coordinates and reviews Public Works Engineering activities of consultants and City staff including engineering design, land development review, inspection and surveying, contract administration, traffic engineering, and landscape architectural design.
  • Reviews plans for private developments; make technical engineering decisions, and assists in establishment of technical criteria and standards.
  • Attends and participates in meetings and conferences with City boards and commissions, Council, department administrators, public officials, professional organizations, contractors, representatives of the City Manager's Office, and representatives of the County, and regional and State regulatory agencies of areas of assigned responsibilities upon direction of the Principal Civil Engineer.
  • Prepares a variety of reports, correspondence and special studies.
  • Maintains engineering records and plans.
  • Trains and provides technical guidance to professional and technical staff; reviews work of staff on projects and assignments.
  • Performs related duties as required.

ESSENTIAL FUNCTIONS- PRINCIPAL CIVIL ENGINEER

  • Prepares designs and plans for a wide variety of public works capital improvement projects, including streets, traffic safety, street lighting, public buildings, sidewalks, parking lots, or water utility facilities.
  • Performs contract administration of projects including the technical review and approval of project plans, designs, and construction; evaluates project proposals and recommends award of contract.
  • Supervises and performs inspections of construction projects; makes field inspections of existing city facilities to determine adequacy and estimate stabilizing requirements; meets with contractors to resolve items of non-compliance.
  • Investigates complaints, conducts technical studies and prepares reports and recommendations related to civil engineering projects, such as capital improvement projects, and other specialized studies.
  • Reviews and approves proposed residential, commercial, and industrial developments by checking site plans and tentative and final subdivision maps for compliance with appropriate regulations, city standards, and accepted engineering practices; and prepares conditions of approval.
  • Attends and participates in meetings as a representative of the City as requested.
  • Supervises professional and technical engineering staff and represents the City Engineer as assigned.
  • Prepares engineering reports; supervises the collection and management of data; conducts studies; investigates complaints of safety issues and makes recommendations.
  • Participates in basic administrative activities, e.g.: budgeting, planning and program coordination associated with general operation of the department, evaluations of lower-level engineering staff.
  • Prepares capital improvement project plans, specifications, and estimates for a variety of projects.
  • Assists City Engineer in project oversight, attending meetings, and preparing reports related to the City’s Storm Water Program.
  • Performs related duties as required.

QUALIFICATIONS-SENIOR CIVIL ENGINEER

Education and/or Experience

  • Education: Bachelor’s degree in Civil Engineering, or related field. A master’s degree in Civil Engineering, Construction Management, Public Works Administration or other related specialization is desirable.
  • Experience: Five (5) years of experience in Civil Engineering, including the design of sewer and storm drain facilities, grading design, geometric design, hydrology and hydraulics and low impact development.

Licenses or Certification

  • Current Registration as a Professional Civil Engineer in the State of California.
  • Current Registration as a Qualified SWPPP Developer (QSD) is desirable.
  • Possession of and ability to maintain a valid Class C California Driver’s License and a satisfactory driving record required.

QUALIFICATIONS- PRINCIPAL CIVIL ENGINEER

Education and/or Experience

  • Education: Bachelor’s degree in civil engineering or related field. Additional graduate training in civil engineering, engineering economics, public administration, or related fields is highly desirable.
  • Experience: Five (5) years of increasingly responsible professional civil engineering experience involving the planning, design, and construction of major public works projects plus one (1) year of related supervisory experience.

Licenses or Certification

  • Possession of and ability to maintain a valid Class C California Driver’s License and a satisfactory driving record.
  • Current Registration as a Civil Engineer issued by the California State Board of Registration for Professional Engineers and Professional Land Surveyors.
  • Current Registration as a Qualified SWPPP Developer (QSD) is highly desirable.
