DEFINITION
Under general direction, performs a wide variety of professional, analytical and administrative duties for specialized functions, budget analysis, department projects, and research studies in support of City of Azusa’s assigned tasks, operations, programs, and projects; gathers, organizes and monitors information, data and program outcomes; provides information and assistance to the public regarding City programs and services; prepares a variety of reports, analyses and project details; coordinates and performs a variety of tasks in contract and grant administration; prepares technical and comprehensive reports to improve the efficiency and effectiveness of City operations; coordinates assigned activities with other departments, divisions, external agencies, and the general public; performs related duties as required.
CLASS CHARACTERISTICS
The Management Analyst, at journey-level is distinguished by the difficulty and complexity of work performed. An incumbent in this class is expected to frequently and independently carry out general administrative assignments and refers to management of City matters which involve policy decisions, technical questions, and unusual public relations problems. Discretion is required in applying general goal and policy statements, and in resolving organizational and program implementation issues. This position is considered to be a public administrative generalist and may be assigned specific activities within the broad range of City operations. Such assignments may include the on-going administration of certain services, activities, programs and projects which are of special concern to the City of Azusa.
SUPERVISION EXCERCISED
Receives direction from a Department Head and/or designee. Provides work guidance and direction to subordinate department administrative support staff.

Essential Functions
- Performs a wide variety of professional level research, administrative, and analytical duties in support of assigned functions, operations, programs, department, and/or division; conducts duties in support of various administrative operations and activities within assigned area of responsibility including special projects, research studies, budget analysis, and other specialized functions.
- Participates in the budget development and administration for assigned area of responsibility; analyzes proposed capital, operating, and maintenance expenditures; prepares reports and analyses related to impact of budgetary decisions; prepares financial forecasts; tracks and monitors budget expenditures.
- Administers and coordinates assigned functions or projects; participate in the development and implementation of goals, objectives, and priorities for assigned functions or programs; recommends and implements resulting policies and procedures; creates and modifies policy and procedural manuals and guidelines.
- Prepares and presents comprehensive technical, administrative, and financial analytical and statistical reports that present and interpret data, identify alternatives, and present and justify conclusions; forecasts and makes recommendations based on data summaries and other findings.
- Provides assistance in resolving operational and administration issues; identifies issues and conducts research to find alternative solutions; provides and assists the implementation of recommendations.
- Coordinates, implements, and monitors special projects within assigned area of responsibility; conducts complex research and analysis of new programs, services, policies, and procedures; prepare and present reports.
- Plans, coordinates, and evaluates activities associated with assigned contracts; participates in research and evaluation of proposed contractual obligations and agreements; assists in contract negotiations and administration; monitors compliance with applicable contractual agreements.
- Coordinates grant administration activities; prepares, writes, reviews, and monitors grant applications; monitors existing programs for compliance with regulations.
- Analyzes federal, state, and local legislative proposals for impact on assigned operations.
- Assists in preparing and negotiating contracts for assigned department; prepares bids and requests for proposals; awards contracts; performs contract administration duties including monitoring compliance with applicable contractual agreements; recommends modifications as appropriate.
- Provides staff assistance to higher-level management staff; participates on and provides staff support to a variety of committees, boards, and commissions; prepares and presents staff reports and other correspondence as appropriate and necessary.
- Coordinates and collaborates with departments, divisions and outside agencies; serves as a liaison with public and private organizations, community groups and other social organizations; provides information and serves as a resource.
- Attends and participates in professional group meetings; stays abreast of new developments within assigned area of responsibility; maintains awareness of federal, State and local regulations.
- Responds to inquiries in a courteous manner; provides information within the area of assignment; resolves complaints in an efficient and timely manner.
- Performs related duties as required.
Education and/or Experience
- Education: Bachelor’s degree from an accredited college or university with major course work in in public administration, business administration, economics, environmental science/studies, or a closely related field. Post graduate work is desirable.
- Experience: Two (2) years of increasingly responsible administrative, analytical and/or budgetary experience preferably in municipal government. Experience in administering programs in a governmental jurisdiction is highly desirable. Post graduate work may be substituted on a year for year basis for experience not to exceed two years.
- Possession of and ability to maintain a valid Class C California Driver’s License and a satisfactory driving record.

Special Conditions
- Incumbents assigned to the Police Department are required to undergo a polygraph examination and psychological evaluation.
- Work is performed primarily in a standard office setting;
- Incumbents may be required to work extended hours including evenings and weekends from time-to-time.
- Prolonged sitting and regular standing, walking, reaching, twisting, turning, kneeling, bending squatting and stooping in the performance of daily activities.
- Grasping, repetitive hand movement and fine coordination in preparing reports using a computer keyboard.
