Position Details

THIS IS A SHORT-TERM TEMPORARY POSITION TO BACKFILL FOR A VACANCY.

THIS POSITION IS OPEN UNTIL FILLED, AND MAY BE CLOSED AT ANY TIME.

This position performs a wide range of duties related to the administration of the City of Auburn’s Business and Occupation (B&O) Tax program. These duties include reviewing, calculating, and auditing tax records; providing outreach and technical correspondence with taxpayers; and updating, maintaining, and reconciling the City’s tax database.

Primary Duties

  • Assesses and reviews a variety of tax returns for accuracy and proper classification and reporting; contacts the taxpayer for additional information, as needed.
  • Independently examines taxpayer's financial records to compile and prioritize information needed to determine total gross and taxable income; identifies unreported income; determines correct amount of business taxes due to the City.
  • Recommends tax accounts for auditing; determines audit subjects, scope, depth, and appropriate examination procedures.
  • Works with delinquent taxpayers and unregistered businesses to promote tax filing and license registration compliance.
  • Reconciles bank deposits daily with the payments transmitted from both electronic and mailed tax filings, and ensures the appropriate posting to internal GL.
  • Processes manually filed returns (monthly, quarterly, and annual) in the City's tax and licensing program.
  • Maintains confidential tax information, pursuant to the requirements of applicable state law and City code, and prevents unlawful disclosure of the same.
  • Monitors and reconciles account balances; prepares necessary adjusting entries.
  • Under the direction of Manager, processes refund requests and balance due billings, assesses penalties and interest, reviews waiver requests, monitors and processes journal entries for business tax accounts, and monitors quarterly and annual business filings for accuracy.
  • Responds to taxpayer inquiries concerning the City's business tax and licenses, and provides guidance as appropriate.
  • Under the direction of the Manager, provides appropriate notifications and other correspondence to taxpayers and other stakeholders.
  • Provides recommendations to management as it relates to City code amendments, publishing tax rules, updating the City’s tax website, and correspondence with businesses.
  • Remains current with relevant technological advancements, court cases, and new statutes as it relates to business tax and licensing.
  • Assists in the development and maintenance of the City’s B&O Tax Code, establishes and revises Business Rules, and other documents that govern the City’s B&O tax administration.
  • Assists with the development and maintenance of tax returns, schedules, and other tax documents.
  • Works collaboratively with the Business Licensing Division to ensure accurate and efficient information flows between business licensing and tax.
  • Maintains regular, reliable, and punctual attendance, work evening and/or weekend hours as assigned, and travel as required.
  • Prepares a variety of complex reports and financial reports using various computer applications and the City’s financial accounting systems.
  • Reads, interprets, explains, and correctly applies rules, regulations, codes, laws, policies, and procedures.
  • Works effectively under pressure and with frequent interruptions.
  • Completes work and projects in a thorough and timely manner, meeting schedules and timelines.
  • Works courteously and effectively with taxpayers, public officials, citizens, contractors, vendors, developers, supervisors, and other employees, both in person and over the telephone; assisting them with a wide variety of information pertaining to the City and other City departments.
  • Exercise independent judgement in problem solving and decision making.
  • Shows initiative in performing job functions; can function independently and effectively with minimal direction from the manager.
  • Communicates effectively both orally and in writing.
  • Continuously demonstrates a strong attention to detail to ensure accuracy of data.
  • Maintains composure and build relationships with external customers in working through complex and emotionally charged conversations.
  • Organizes and maintains files and records accurately and efficiently; retrieves information quickly.
  • Performs mathematical computations and balances financial data.
  • Due to internal and external customer service needs, the incumbent must be able to work a full-time schedule, onsite (appropriate City worksites).
  • Shows initiative in performing job functions.
  • Performs related work as assigned.

Minimum Qualifications

We are seeking candidates who meet the following qualifications:

  • An Associate’s degree in Accounting, Finance, Business Administration, or a closely related field; and
  • Three (3) years of experience in revenue auditing or professional public accounting; or an equivalent combination of education, training, and experience that demonstrates the ability to successfully perform the responsibilities of the role.

Preferred qualifications include experience with the State of Washington and/or Washington State municipal B&O tax.

A Valid Washington State Driver’s License Is Required.

Employment is contingent upon successfully passing a background check and credit check.

The employee works indoors in a clean, climate-controlled workspace. The employee is required to sit for long periods of time, talk, and hear; frequently required to use hands to finger, feel, and/or handle writing utensils, computers, and/or office supplies, which require repetitive arm, wrist, and hand movement; occasionally required to stand and reach with arms and hands, climb, balance, stoop, kneel, crouch, bend, and/or crawl. Specific vision abilities include close, distant, color, peripheral vision, depth perception, and the ability to adjust focus. The employee is occasionally required to lift and/or move up to 20 pounds. The position requires mental acuity to ensure thorough mental analysis of situations in a fast-paced environment. The employee is required to maintain confidentiality of information within the department. The employee may be required to deal with disgruntled individuals requiring the use of conflict management skills. The employee is frequently required to perform work in confidence and under pressure for deadlines, and is required to maintain professional composure, tact, patience, and courtesy always.

REPORTING RELATIONSHIPS

Under the general direction of the Tax and Licensing Manager, the employee works independently following established policies and procedures. The employee is expected to identify new or unusual situations or potential problem areas and develop and report recommendations for resolution to supervisors. Work is reviewed through observation of activities and occasional checking of completed tasks to assure conformance to instructions and timely accomplishments.

This is a non-benefited position.

Temporary positions are not eligible to receive City benefits; however, WA Paid Sick Leave (WPSL) is issued at 0.025 hours for each hour worked (equaling one (1) hour for every 40 hours worked), as required by law.

Employees in this classification may be eligible for WA State Paid Family Medical Leave dependent upon their qualifications and work history in WA State. Please see https://paidleave.wa.gov/ for more information.
