POSITION DESCRIPTION
Class Title: Wastewater Operator Trainee
Department: Wastewater Plant
Supervisor: Wastewater Operator I and/or II
Supervises: None.
Class Characteristics: Under direction of Plant Operator I and/or II, actively trains for all activities and programs at the wastewater plant, including the operation, maintenance and cleanliness of the plant, sewer lines, and lift stations; performs duties of plant operator; assists water distribution departments as requested; performs related work as required.
General Duties and Responsibilities:
Essential: Actively trains for all activities and programs of the department, including the operations, maintenance and cleanliness of the plant, sewer lines, and lift stations. Assists with formulation of operating policies and procedures. Complies with established procedures and standards, and federal, state and local laws and administrative regulations. Complies with safety procedures and regulations. Assists in making routine inspection of plant and grounds. Assists with operation and maintenance of plant in a safe and efficient manner; assists in performing repairs on plant and equipment. Follows preventive maintenance programs for plant and equipment. Assists in collecting samples and conducting lab tests or forwards for testing; assists in adjusting chemicals and/or equipment as necessary after tests are run. Assists in adding chemicals in accordance with prescribed standards. Assists in monitoring sewer collection system; repairs and/or replaces broken lines; cleans sewer lines; etc. Assists in checking lift stations; assists with repairs and/or cleans lift stations as required. Assists in gathering information and preparing cost estimates for projects and purchases; Assists with special projects, including facilities and/or infrastructure construction and repair, installation of new equipment, and implementation of improvements in departmental operation. Assists with bio-monitoring programs and collecting samples; assists in performing lab tests and/or forwarding samples as required on a timely basis. Assists in preparing reports and records accurately and forwarding to required agencies on a timely basis; assists in maintaining an accurate filing system for departmental information. Performs general housekeeping duties; maintains clean plant and grounds; mows grass as required. Attends training programs as required. Assists other departments as requested.
Non-Essential: May perform mechanical, electrical, and manual labor duties for all city departments.
MINIMUM QUALIFICATIONS
Training and Experience: Graduation from high school or equivalent.
Certification Requirements: Must be willing and able to obtain a Class I Wastewater Treatment Plant Operators Certification issued by the Commonwealth of Kentucky within 2 years of employment in this class. A BS degree would be considered in lieu of a portion of time worked.
Special Knowledge, Skills and Abilities:
Knowledge: Basic knowledge of wastewater operations, including plant, sewer lines, and lift stations. Basic knowledge of federal, state and local laws and administrative regulations relating to wastewater collection and treatment. Knowledge of functions, servicing and maintenance requirements of mechanical equipment and machinery. Knowledge of and ability to comply with safety requirements. Knowledge of chemistry, physics, mathematics, and engineering. Knowledge of the geography of the service area. Knowledge of computers, spreadsheets, and applicable software programs.
Abilities: Ability to operate and maintain wastewater plant in compliance with federal and state laws and administrative regulations and local ordinances. Ability to perform required duties. Ability to detect mechanical flaws and make repairs to plant and equipment. Ability to comply with preventive maintenance program. Ability to establish and maintain effective working relationships with officers and employees of the city, and the general public.
ADDITIONAL INFORMATION
Instructions: Instructions are somewhat detailed; many aspects of work are covered specifically, but must use some of own judgment.
Processes: Must occasionally consider different courses of action, or deviate from standard operating procedures to get the job done.
Analytical Requirement: Problems require analysis based on precedent.
Tools, Equipment, and Vehicles Used: Vehicle, backhoe, rodding machine, hand tools, power tools, electrical metering devices; laboratory equipment, normal office equipment (phone, computer, calculator, etc)
Physical Requirements of the Job: Work requires being both indoors sitting at desk and outdoors regardless of weather conditions with intermittent sitting, standing, walking, stooping; must lift objects over 25 pounds; must operate vehicle and equipment; required to be in high places, confined spaces, and using stairs and ladders; exposed to fumes, chemicals and toxic substances.

Licensing Requirements: Must possess and maintain a valid driver’s license issued by the Commonwealth of Kentucky.
Availability: Must be able to respond to calls in emergency situations at all hours.
Drug and Alcohol Testing: Employees in this class are subject to the city’s drug and alcohol testing program.
