General Description and Classification Standards:
The Watershed Manager II (Operations) oversees and manages activities of water distribution operations and maintenance staff. Experienced professional that executes a wide variety of activities with limited guidance or review. Manages technical, field, and administrative staff, including intermediate supervisors and crew supervisors.
Supervision Received:
Works independently or part of a team of managers and reports to the Director of Water Distribution and other directors when approval or other direction is necessary. Direction from supervisor is general and focused on operating objectives, managerial effectiveness, and operating results; or specific and focused on an emergency or time sensitive issues.
Essential Duties and Responsibilities:

Provides training, coaching, and mentoring to staff.
Verifies the use of construction and maintenance equipment is proper and in accordance with department and industry standards.
Manages resources by tracking work progression and other key performance metrics for various water distribution operation and maintenance crews.
Coordinates with stakeholders, partner agencies, local governments, and emergency services.
Participates in development and administration of program budget; forecasts funds for staffing, equipment, materials, and supplies; and monitors and approves expenses and recommends adjustments
Ensures construction, operation, and maintenance crews have the necessary resources to complete assignments.
Establishes work methods, timetables, performance standards, etc. and makes design and field decisions.
Communicates operational performance highlights to department management or other senior-level official
May perform other duties as assigned.

Knowledge Skills and Abilities:
This is a partial listing of necessary knowledge, skills, and abilities required to perform the job successfully, it is not an exhaustive list.
Extensive knowledge of water distribution system infrastructure operations
Knowledge in installation, repair, and maintenance operations and associated terminology
Mastery of construction principles and practices related to buried water infrastructure
Reads and interprets construction drawings
Interprets and applies laws, regulations, and guidelines
Reads, understands, and prepares legal documents
Experience with Microsoft Office, project management software,
Computerized Maintenance Management System (CMMS), CAD, GIS, and relational databases
Communicates effectively verbally and in writing
Manages multiple tasks in a changing environment
Minimum Qualifications:
Education and Experience -
Bachelor’s degree in Operation Management or related field
Seven (7) years of design, construction, and/or project management experience with wastewater collection systems
Five (5) years of supervisory experience
Licensures and Certifications –
Wastewater Collection License
State Issued Driver’s License
Preferred Requirements –
Master’s degree in engineering or related field (equivalent professional experience may be considered for required degree)
Ten (10) years or more of work experience in a large wastewater collection system
Ten (10) years or more of management experience in a large wastewater collection system
State Issued CDL Class A Driver’s License
Work Environment:
Requires the physical, lifting and sensory capabilities necessary to work with documents, and computers in an office environment; and to perform routine site visits, including walking sites, opening vaults, etc.
Lifting Requirements:
Light work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects.
