Position Summary

The Astoria Parks & Recreation department is now hiring a Recreation Program Specialist to work in our fall Youth Introductory Sports Program, Little Crabbers, and support the upcoming winter K-5th Youth Basketball Program. Depending on qualifications and availability, the selected candidate may also be assigned a support role in the Department's After-school childcare program. Recreation Program Specialists support the department by leading and supporting Parks & Recreation programs and activities in a variety of roles including officiating youth and adult sports, leading fitness classes, and providing direct support and care in youth after-school and day camp programs.

SCHEDULE

This is a part-time, temporary position to support youth sports programs and assist with after-school childcare operations, the anticipated hours for this position will be scheduled between 3:00 PM to 8:30 PM Mondays through Fridays and Saturdays between 9:30 AM to 4:00 PM with a maximum of 29 hours per week assigned. This position also assists with special events and other programs that may require occasional work outside the anticipated schedule.

Essential Functions

  • Provides technical oversight and leadership of youth sports programs.
  • Inventories sport supplies and maintains essential items and communicates programmatic needs to Recreation Coordinator.
  • Officiates for youth and adults sports.
  • Assists with patron registration, check-in/check-out processes using the Department's recreation management software.
  • Communicates effectively with coaches, participants, spectators at sporting events. Provides information and assistance regarding general inquiries, programs, and schedules. Keeps certifications current according to assigned role.
  • Inspects the condition of equipment, court, and field, park for safety, proper operation, and maintenance needs; reports any repair or maintenance issues to appropriate personnel.
  • Unlocks facilities and provides over-sight during games and practices.
  • Supports and assists the Parks and Recreation Department's in preparation and delivery of ongoing and singular special events and community activities.
  • Performs routine administrative duties utilizing a variety of office equipment; using software applications such as spreadsheets, word processing, calendar, e-mail, and database software in performing work assignments; utilizes automated recreation programs for patron registration, data collection, and analysis.
  • Assists in responding to emergency situations in the workplace by following established emergency action plans, providing First Aid/CPR as necessary, contacting appropriate agencies for support, and documenting incidents as they occur.
  • Demonstrates abilities to work collaboratively in a team environment with a spirit of cooperation.
  • Maintains punctual, regular, and predictable attendance.
  • Maintains a neat and professional appearance and follows established dress code
  • Respectfully takes direction from the supervisor and lead staff.
  • Follows all safety rules and procedures established for various work areas.
  • Follows policies, procedures, and guidelines as described in the City of Astoria Personnel Manual and other documentation related to this position.

Knowledge, Skills, & Ablities

  • Ability to communicate effectively both verbally and in writing with coworkers and the public, including the ability to remain calm and courteous under pressure.
  • Ability to follow oral and written directions and program guidelines.
  • Ability to lead as a positive role model and safely lead programs.
  • Knowledge of safety and emergency procedures and ability to perform calmly and effectively under pressure in emergency situations.
  • Ability to take initiative and make independent decisions within the scope of authority and to be flexible and adapt to changes in program or routine.
  • Ability to enthusiastically plan and lead activities.
  • Proficiency with or the ability to quickly learn the program-related software.

Supervisory Responsibilities

This position does not have supervisory responsibilities.

Minimum Qualifications

  • Minimum High School diploma or GED
  • Must be 18 years or older
  • Ability to physically perform all skills required of a Recreation Programs Specialist.
  • Ability to pass a City-required background check which includes criminal, sex offender and social security trace records checks.

LICENSES AND CERTIFICATIONS

  • Possession of a current CPR/First Aid card or the ability to obtain one within thirty (30) days of hire and the ability to maintain throughout employment.
  • Youth Sports: Possession of certificate of completion from National Alliance for Youth Sports, or similar agency, within thirty (30) days of hire, as required by assigned program.

Desirable Qualifications

  • Experience working in youth sports environment.
  • Experience working with young children in childcare or youth sports settings.
  • Previous experience in Recreation Programing.
  • Training and experience working with children.
  • Ability to communicate in English & Spanish
  • Training or certificates from an accredited agency related to youth sports, sports officiating, athletic instruction, or coaching

WORK ENVIRONMENT

Staff may be required to work in a range of indoor and outdoor settings, such as classrooms, sports fields, gyms, swimming pools, and on paved or unpaved paths, depending on their assigned programs and scheduled activities. The noise level in these environments can vary from moderate to loud. Employees must be able to physically perform all duties of the Recreation Programs Specialist role which includes standing, sitting, walking, lifting, reaching, bending, climbing, balancing, kneeling and crouching.
