Under general direction, inspects the construction of public improvement projects to ensure compliance with plans, specifications, and city standards. Incumbent is subject to fume/odor, dust/mites, mechanical and radiation hazards.- Inspect workmanship, materials and constructions of paving, drainage, water, sewer, and gas transmission lines to ensure compliance with plans and specifications and oversee Corps of Engineers mitigation.
- Monitor traffic control devices, monitor Storm Water Pollution Prevention Plan Trench Safety Systems.
- Maintain electronic diary, issue work orders and supplemental agreements to construction activities, estimate all construction activities and completed quantities.
- Process monthly pay estimates.
- Review plans and specifications prior to construction including attending pre-bid and pre-construction meetings.
- Enforce regulations of Confined Space Entry and Rescue.
- Video projects before and after construction.
- Assure that specifications for street utilities material testing requirements are met.
- Respond to after-hours and weekend emergencies and coordinate with contractors as needed
Knowledge, Skills and Abilities Required:
- Knowledge of office and administrative practices and procedures.
- Knowledge of public works construction practices and materials.
- Knowledge of all phases of construction inspection procedures, methods and techniques.
- Knowledge of construction materials testing for concrete, asphalt and soils.
- Knowledge of construction layout surveying.
- Knowledge of accepted safety practices in public works construction.
- Knowledge of construction scheduling, work prioritization and work methods.
- Knowledge of Microsoft Office applications and other specialized software programs relevant to the construction
- Skill in conducting field inspections.
- Skill in communicating with other city employees and the public by oral and written means.
- Skill in performing mathematical calculations including percentages and multiplication in determining volume and
- surface area.
- Skill in using PC Software including current Microsoft Office Suite of applications.
- Skill in communicating professionally and tactfully with other city employees and the public by oral and written means
- Ability to read and interpret public works construction plans and specifications.
- Ability to judge materials, methods, and workmanship in relation to requirements.
- Ability to exercise discretion and independent judgment utilizing knowledge of the organization's policies.
- Ability to work independently under general instructions.
- Ability to perform a variety of physical skills including but not limited to filing, pulling, seeing, sorting, squatting, standing, stooping, twisting body, typing, walking, and writing.
- Ability to operate a variety of office equipment including but not limited to PC, telephone, calculator, scanner, and copier.
- Ability to prioritize deadlines and tasks.
- Ability to learn new systems and procedures quickly.
- Ability to plan, organize, monitor, and collaborate with internal and external stakeholders to accomplish unit objectives.
- Ability to understand mathematical calculations involving fractions, percentages, and decimals.
- Ability to work within a set schedule.
- High school diploma or equivalent.
- Two years of experience in public works construction, inspection, surveying and/or related experience.
- Possession of a valid Class C Texas Operators License.
