WORK OBJECTIVE:

To manage and oversee the activities of the Wastewater Treatment Plant, to coordinate assigned activities with other City departments, and provide support to the Utilities Director. Purpose of the position is to operate and regulate collection, treatment and disposal of wastewater in the City’s Utilities Department. Employees in this classification are responsible for performing routine to complex inspection and maintenance duties to ensure efficient and effective operation of wastewater facilities and equipment. Reports directly to the Utilities Operations Manager.

MINIMUM QUALIFICATIONS:

High School diploma or equivalent; Florida Class “B” Wastewater Operator’s License; supplemented by three (3) to five (5) years’ responsible experience in utilities operations; including three (3) years of supervisory responsibility; ability to understand regulatory requirements and assist in maintaining compliance; or an equivalent combination of education, training, and experience. Must possess and maintain a valid Florida Commercial Driver’s License (CDL).

ESSENTIAL FUNCTIONS:

The essential functions, as outlined herein, are intended to be representative of the tasks performed within this classification. The omission of an essential function does not preclude management from assigning duties not listed herein if such functions are a logical assignment to the position.

  • Assume full responsibility for the operation and activities of the Wastewater Treatment Plant.
  • Plans, directs, and coordinates the Wastewater Treatment Plant work plan and assigns projects to staff.
  • Reviews and evaluates work methods and procedures and meets with Utilities Director to identify and resolve problems.
  • Selects, trains, motivates, and evaluates Wastewater Treatment Plant employees; Providing or coordinating staff training and work with employees to correct deficiencies.
  • Follows established procedures related to discipline and termination
  • Represents the Wastewater Treatment Plant to other City Departments, elected Officials, outside agencies, and the general public

· Performs skilled operational and regulatory work in the collection, treatment and disposal of wastewater in compliance with all applicable City, State and Federal regulations and guidelines.

· Performs routine to complex maintenance and repair duties of wastewater equipment and facilities, e.g., pumps, tanks, aerators, precipitators, filters, motors, pulleys, drive belts, solids and chemicals handling.

· Performs and records chemical and pressure sampling and laboratory testing; calculates results/readings; ascertains treatment performance and quality; performs appropriate equipment adjustments and calibrations.

· Monitors and sets chlorine machinery to obtain proper chemical usage readings.

· Operates and maintains pump stations; records daily pump readings, e.g., pressure, flow, time, chemical usage, pump function/operation; perform corrective measures to pump operations and settings as necessary.

· Performs clerical duties, e.g., data entry; generates spreadsheets for process control; prepares various reports; performs calculations, runs quantitative/qualitative analysis and interprets data for performance evaluation.

· Performs various maintenance and purging duties, e.g., cleans algae from clarifier overflow weirs; cleans mechanical aerators and diffusers; pumps sludge, measures sludge blanket depth, and sprays down sludge tanks; rakes bar screens; cleans pipes and plumbing apertures.

· Transfers treated and untreated water.

· Provides 24-hour on-call emergency availability.

  • *Knowledge of the operation and maintenance of the wastewater treatment equipment.
  • *Knowledge of and ability to use good verbal and written communication skills
  • Knowledge of occupational safety rules, practices, and personal protective equipment associated with performing duties at the wastewater treatment plant.
  • *Abilityto function as lead operator of the Wastewater Treatment Plant.
  • Ability to receive and give, understand, and follow oral and written directions in English.
  • Ability to maintain a professional personal presentation by maintaining a neat and well-groomed appearance and attentive posture
  • Ability to adhere to City policy and procedures; maintains confidentiality.
  • Ability and skill to operate basic office equipment – computer, printers, copy machines.
  • Ability and skill to remain calm under pressure.
  • Ability and skill to represent the City in an ethical and professional manner

ENVIRONMENTAL REQUIREMENTS

Work is performed indoor and outdoor environments. Tasks are regularly performed with potential for exposure to adverse conditions such as odors, wetness, humidity, fumes, noise extremes, machinery, vibrations, toxic/poisonous agents, and/or electric currents.
