What are the responsibilities and job description for the Board of Review position at City of Appleton?
The Board of Review consists of eight (8) members: the Mayor, City Clerk, three alderpersons, and three citizen members. Members of the Board of Review are paid a small stipend of $50/day for their service.
The Board of Review is available for taxpayers in the City to appeal their property assessment. The Board's function is not one of valuation, but of deciding the validity of the facts presented orally and under oath. Once the Assessor has valued a property, posted these values on the assessment roll, and signed the Affidavit attached to it, the values must be accepted as correct unless the testimony of sworn witnesses indicates otherwise. The Board has the authority, if justified, to raise or lower the assessment on a particular piece of property. A taxpayer can appeal their assessment to the Circuit Court or to the Department of Revenue only after an appearance before the Board of Review.
