SUMMARY OF POSITION
Responsible for enforcement of property maintenance, existing building maintenance, and zoning codes. Inspects properties and buildings for compliance. Reports to Community Development Director and receives work direction from Code Compliance Specialist. Work may involve evening and weekend meetings and assignments.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Conducts inspections and investigation of properties and buildings to determine compliance with zoning ordinance and City code requirements. Provides notification and means of corrective measures.
Interprets zoning ordinance and City code requirements. Issues violation letters and follows up on status of corrections.
Receives, evaluates, and responds appropriately to complaints relating to zoning and City code violations.
Provides information and answers questions related to enforcement topics addressed in the code: interior and exterior building property maintenance; outside storage of material, vehicles, trailers; waste removal and storage; temporary signs and events; right of way obstruction; nuisance weeds, snow/ice, noise, lighting; residential parking; placement of improvements on property line; and similar.
Researches information and composes reports, letters, and other communications.
Performs data collection, entry, and tracking for various code enforcement activities and reporting.
Communicates effectively in multiple written, spoken, and electronic forms.
Acts as City Weed Inspector to monitor, detect, and enforce noxious weed regulations.
Assists in the procedure of assessing parcels of property for weed/grass and snow removal.
Exercises sound judgment and discretion in addressing and resolving issues and effectively interacts with the public in receiving and responding to complaints under sometimes difficult situations.
Maintains collaborative and positive working relationships with departmental personnel, other departments, City Attorney's office, and property owners.
Works with Code Compliance Specialist to enforce conditional use permits and resolve business district violations.
Assists Code Compliance Specialist in preparation for court proceedings to resolve zoning ordinance and City code violations as required. Assembles background information as needed to document and report on code violations.
Enforces City's sign ordinance, once signs are installed.
Performs other duties consistent with the responsibilities of the position as apparent or assigned.
QUALIFICATIONS
Minimum Requirements:
Associate degree or equivalent in planning, public administration, housing, environmental health, construction management or related field.
Six months of directly related work experience.
Computer skills, including proficiency with Microsoft Office software and ability to learn and utilize custom code enforcement software.
Valid, unrestricted driver's license and excellent driving record. Ability to maintain same.
Strong interpersonal and communication skills in dealing with difficult situations and people.
Ability to quickly learn, interpret, and apply City codes and zoning ordinances with accuracy.
Ability to professionally and courteously handle requests for information and concerns from the public and other staff members.
Ability to maintain a positive attitude toward work, the public, and coworkers even in stressful periods.
Ability to work cooperatively and collaboratively with other City staff departments.
Preferred Qualifications:
Bachelor's degree in planning, public administration, housing, environmental health, construction management or related field.
Experience conducting inspections, making daily observations in the field, recording notes, and taking pictures.
Work experience with a governmental agency in code enforcement, municipal planning or zoning inspection, housing or building inspection, rehabilitation inspection, or environmental health inspection.
Certification in property maintenance, housing, code, and/or building inspections. ICC or MNSCU certificate.
Working Conditions and Physical Requirements:
Work is performed in a standard office environment as well as at various inspection sites.
Ability to perform physical tasks required to conduct inspections, including climbing ladders; walking over rugged terrain; and lifting/carrying signs and equipment of varying weights.
Primary job functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight (25 pounds); to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information.

Schedule: Full-time. Monday – Friday; Days. Work may involve evening and weekend meetings and assignments.
Starting Pay Rate: Within stated range, dependent on qualifications.
