General Description

This is a skilled position requiring manual work and the application of skills and knowledge achieved through education and experience within the field of water and wastewater maintenance. This position will be determined to be a level I or II depending on the certifications held and higher level of knowledge, skills, and abilities. Work is carried out under the direct supervision of the Utilities Maintenance Crew Leader.

Essential Job Functions

The following essential functions represent the primary duties of this position but should not be considered an all-inclusive list of responsibilities. Other duties may be required and assigned.

  • Performs scheduled maintenance on sewer collection, water distribution, reclaim distribution systems, and Lift Stations.
  • Repairs and maintains water distribution, sewer collection, and reclaim distribution systems.
  • Repairs and/or replaces manholes, utility piping, fire hydrants, water/sewer meters, water service lines, and air release valves and structures.
  • Open and close water valves; services line flow tests and clears blocked service lines.
  • Completes various forms, work orders, reports, correspondence, daily worksheets, or other documents.
  • Uses personal protective equipment (PPE), hand tools, power tools, pneumatic tools, transit level, specialized equipment, boom truck, portable generator, dump truck, vacuum combination truck, heavy equipment.
  • Interact positively with the public and assist and respond to residents' inquiries.
  • Reports any safety issues to supervisor, immediately.
  • Sweeps and cleans work areas. Ensures equipment is properly maintained, including fuel and oil maintenance.
  • Complete pre- and post-trip inspections and notify supervisor of any issues and determine if the equipment needs to go to Fleet for repair.
  • Work requires frequent operation of a utility crew truck, both on and off road.
  • Work diligently while maintaining safety and quality in all aspects of job performance. Follows safety procedures, utilizes safety equipment, and monitors work environment to ensure safety of employees and other individuals.
  • Perform general manual labor work as required.
  • Performs any other duties or tasks that may be assigned.
  • Reviews and interprets GIS data and construction plans.
  • Performs manhole, lateral and gravity system visual inspections as well as inspections using specialized equipment.
  • Performs installation and testing of water meter and backflow preventers, troubleshoot and repair of lift station electrical panels.
  • May operate a variety of light-duty and heavy-duty equipment, to include Vac-Con truck.
  • Performs various general maintenance duties including pressure cleaning, landscaping, and equipment inspections.
  • Conducts meter reading and service line flow testing.
  • Responds and repairs service leaks and main breaks.
  • Performs fire hydrant flow testing, flushing, painting, and inspections. Also installs and repairs force main and gravity mains, manholes, and laterals.
  • Performs utility locating via Sunshine 811 one call system, as needed.

Knowledge, Skills & Abilities

Level I

  • Ability to perform manual labor for extended periods.
  • Ability to understand and follow directions.
  • Skilled in performing heavy manual labor.
  • Ability to work overtime, weekends, nights, holidays, and 24-hour stand-by duty, as required.
  • Ability to follow oral and written instructions.
  • Ability to use the tools and equipment in area of assignment.
  • Knowledge of occupational hazards and safety precautions of the work environment.
  • Knowledge of and ability to adhere to all safe working practices including work zone traffic control, highway safety rules and regulations, and taking effective precautionary measures necessary to avoid accidents.
  • Ability to properly use tools and equipment.
  • Knowledge of power tools and heavy equipment, their functions, and capabilities.
  • Ability to communicate in English both orally and in writing, and prepare reports as required.
  • Ability to apply basic mathematical calculations.
  • Ability to establish and maintain effective and amiable relationships with leadership, supervisors, residents, customers, employees, other departments, and agencies.
  • Demonstrate the ability to read maps.
  • Skilled in providing excellent customer service.
  • Ability to records and deliver information.

Level II - Knowledge, Skills, and Abilities of Level I, with the addition of:

  • Knowledge of and the ability to adhere to all safe working practices including work zone traffic control, highway safety rules and regulations, and taking effective precautionary measures necessary to avoid accidents.
  • Ability to learn how to utilize Subsurface Utility Engineering field equipment: ground penetrating radar, electromagnetic designating equipment, sewer camera, probe rod, jackhammer, chop saw, pneumatic tampers, vacuum excavation equipment, safety protocols, industry standards and guidelines.
  • Knowledge of sewer collection systems operations.
  • Knowledge of advanced pipe fitting and plumbing.
  • Knowledge and experience with high voltage and pump operations.
  • Knowledge of ArcGIS, Survey123, and mapping.
  • Ability to lead crew as assigned, during supervisor's absence.
  • Knowledge of water distribution systems operations.
  • Ability to read maps as built/record drawings, read blueprints, and use surveying equipment.
  • Ability to repair water and wastewater piping systems without supervision.
  • Knowledge of and use of basic tools used within this type of work and operate heavy equipment.

Minimum Qualifications

Level I

  • High school diploma, or valid equivalent.
  • Valid State of Florida Driver's License.
  • Must possess a valid State of Florida Commercial Driver's License, Class B or better or must be able to obtain same within 180 days of employment.

Level II

  • Two (2) years of experience performing work in water distribution maintenance or installation.
  • Level C Waste Water collection certification or Level 3 Water Distribution Operator license or able to and will obtain license within one (1) year from date of hire.
  • Valid backflow certification or will obtain within one (1) year from date of hire.
  • Valid State of Florida Class B Commercial driver's license (CDL) with tanker vehicle endorsement or able to obtain within 120 days of hire. An out of state class B CDL is acceptable, but selected candidates must obtain and provide a valid State of Florida CDL within thirty (30) days of start date.

An equivalent combination of education and experience may be considered, provided that the education and experience are in a relevant and related field.

Preferred Qualifications

Level I

  • One (1) year of experience performing work in utility maintenance or installation.

EQUIPMENT USED

Includes, but not limited to, personal protective equipment, automotive equipment, small equipment and hand tools, riding or power mower, bush hog, small tractor, pneumatic hammer, self-propelled concrete saw, single-axle truck/crew cab six-inch and larger pumps, chainsaws, Tractor mower, flatbed truck, six-wheel dump, skid steer, pneumatic hammer, self-propelled concrete saw, single-axle truck, dual-axle truck, pulverize mixers and weed-eaters.

Physical Requirements

Frequent ability to walk, climb, stand, carry materials, stoop, kneel, and bend at the waist. Ability to balance, crouch, utilize manual dexterity, grasp, handle, perceive sounds at normal speaking levels, distinguish among sounds, lift, pull, push, reach, conduct repetitive motions, and visual acuity in utilizing equipment. Must be able to climb a minimum 30-foot ladder. Maximum unassisted lift = 75 lbs. Tasks may require color and visual perception and discrimination Exposure to extreme seasonal weather based on geographic region. Exposure to moving parts and electricity that require safety protocols. Ability to work in high-stress and/or physically demanding environments.

JOB LOCATION

All City owned buildings, parks, grounds and recreation facilities. Any off-site locations and facilities utilized as part of the City's participation or involvement in an event, activity or job assignment.
