(Anticipated Hiring Range: $21.64 - $22.73/hourly)
Positions assigned to this class perform a variety of basic operational and maintenance tasks at a water treatment facility. This includes monitoring, operating, maintaining, and making routine adjustments to plant equipment and systems to ensure efficient and safe water treatment processes. The Operator I may also be assigned to support other functions and operations within the Water District as needed.

Essential Duties

The following are intended to describe core work functions of this classification. While the level and broad nature of essentials duties may not change, specific work tasks may vary over time depending on the City's needs.


  • Perform routine maintenance work on valves, feeders, and related equipment; perform building and facility maintenance and custodial tasks.
  • Read and interpret meters, gauges, and instruments; enter daily readings into computer databases and spreadsheets.
  • Collect water samples and perform water testing.
  • Prepare and maintain work records, work orders, maintenance and repair logs, other records, and documentation.
  • Conduct hourly visual inspections of the plant monitoring the water process such as coagulation, flocculation, sedimentation, filtration, and disinfectant processes.
  • Assist in the operation of valves, gates, and pumps to adjust water flow and chemical injection rates.
  • Assist in operating, maintaining, monitoring, and adjusting all water plant process equipment, including control panels, gauges, meters, and the SCADA system. Detects and corrects variations in operating conditions to ensure treated water meets the Water District, County, and State water quality goals
  • Assist in monitoring offsite wells, including operating equipment, by reading chemical flow levels. Inspect equipment, identify equipment problems, make minor repairs and adjustments.
  • Assist in basic treatment and operational changes to water treatment processes and distribution systems to meet water quality standards.
  • May assist with inspecting, testing, and evaluating incoming supplies, materials and equipment related to water treatment.
  • May perform general cleaning/maintenance tasks on vehicles, equipment and tools to keep in operable condition.
  • Supports the city’s policies, goals and objectives and work with management and other staff to ethically achieve such goals and objectives; ensure compliance with safety procedures.

Minimum Qualifications

Education and Experience


Must possess a high school diploma or GED, and two (2) years paid full-time experience performing maintenance and repair activities in a water utility, construction, or similar environment, or an equivalent combination of education and experience.

Prior to appointment, must possess:
  • A respirator certificate
  • Arizona Grade I Water Distribution System Operator certificate
  • Arizona Grade I Water Treatment Operator certificate

Knowledge


  • Methods, equipment, materials, tools, and standard practices for the operation and maintenance of a water treatment plant.
  • Methods of physical and chemical treatment of potable water, including but not limited to, coagulation, flocculation, sedimentation, filtration, and disinfection.
  • Maintenance procedures, equipment, pumping systems, and valves related to the operation of a water treatment facility.
  • Water plant emergency procedures, operational standards of water treatment; safety practices in operation of electrical and mechanical equipment used in a water plant.
  • Occupational hazards and safety precautions involved in water plant operations.
  • Confined space entry procedures.
  • Federal OSHA, State and County regulations, and Water District policies regarding safe work practices, handling and disposing of hazardous materials.
Skills
  • Following written and oral instructions, ability to communicate effectively verbally and in writing.
  • Read and interpret maps, technical specifications, and operation manuals; read and interpret meters, gauges, control panels, testing, and monitoring equipment.
  • Documentation and operating a personal computer and related software.
  • Inspect machinery, equipment, and mechanical systems; detect flaws and defects.
  • Respond to emergency situations such as power outages, system alarms, and adverse water treatment conditions.
  • Perform mathematical calculations to calculate quantities, trends, times, distances, measures, and weights.
  • Operate manual and automated valves, pumps, and control systems.
  • Operate a motor vehicle, power equipment, hand tools, and respirators.

Pre-employment Requirements
Candidates who are selected for appointment may be fingerprinted, if 18 or older; successfully complete a background investigation, employment verification and may be subject to a drug/alcohol test, medical, polygraph and/or psychological evaluation. Candidates who are appointed will be required to possess a valid driver’s license to operate a vehicle in Arizona or meet the transportation needs of the position.

License/Certification
Within six (6) months of appointment, must obtain and possess:
  • Hazardous Waste Operations and Emergency Response (Hazwoper) 24-hour certification
Within twelve (12) months of appointment, must obtain and possess:
  • Arizona Grade II Water Distribution System Operator certificate
  • Arizona Grade II Water Treatment Operator certificate

Physical Demands and Work Environment
Work is performed in a water treatment plant or outdoors at varying temperatures and requires a full range of motion such as, stooping, lifting objects/carrying objects between 50 and 100 pounds, standing, bending, , squats, walking, and other moving; use of respirator, and personal protective equipment, in addition use of a personal computer. Evening, weekend, and on-call work may be required.
