Job Summary

The Annapolis Police Department (APD) is dedicated to preventing crime and preserving the quality of life for all residents through fair and impartial service.

This work involves supervising the daily operations of the Property and Maintenance Unit; including receiving, securing, preserving, distributing, and disposing of physical evidence and property while ensuring that proper chain-of-custody is maintained for collected evidence. Work also includes minor building maintenance and repairs and other related work, and testifying in court when needed. This is a quasi essential position.

Maintains storage facility and inventory and ensures that the integrity and proper chain-of-custody of all evidence and property is maintained and disposed of in accordance with all applicable laws, ordinance, regulations, policies, rules, and procedures all times for the Property and Maintenance Unit.

Receives and reviews physical evidence with information and packaging collected to ensure proper labeling, inventory, and storage requirements are met.

Records and enters all property received into required documents and databases.

Sorts, files, tags, stores, and inventories evidence and property, including firearms, weapons, contraband, narcotics, and hazardous materials. Processes and files returned and outgoing property receipts.

Transports evidence to the Maryland State Police Crime Lab, outside entities, and other labs for examination and returns the same upon completion of examination, providing necessary documentation and processing in support of evidence’s admissibility.

Releases property or evidence being retained to designated parties for court presentation or other disposition. Coordinates and disposes of property and evidence when appropriate, plans and coordinates police auctions.

Provides testimony on processes and procedures of maintaining and transporting evidence for court hearings.

Schedules and assists with general building maintenance and repairs.

Qualifications

Knowledge, Skills and Abilities:

Knowledge of applicable laws, rules, regulations, policies and requirements to maintain integrity of evidence for chain of custody.
Ability to develop and maintain cooperative and professional relationships with police officers and others.
Ability to prepare and follow detailed processes and reporting structures.

Minimum Qualifications:

Graduation from an accredited high school with two years of experience in property organization and inventory or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

A comprehensive background investigation to include a local, state and federal criminal history check; sex offender registry and credit check; a medical and pre-employment substance abuse test, and random alcohol and controlled substance testing.

Possession of a valid non-commercial Class C motor vehicle operator's license with an acceptable driving record.

This position is designated as Safety Sensitive due to the tasks or duties that the employer reasonably believes could affect the safety and health of the employee performing the task, other individuals, and/or may lead to damage to property.

This position is subject to drug and alcohol testing to include pre-employment testing.

Preferred Qualifications:

Experience with processing evidence.

Physical/Mental Demands:
Some lifting, carrying, pushing and/or pulling of objects and materials of moderate to heavy weight ( 12-200 pounds).
Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals.

Work Environment:
Employees may be exposed to adverse environmental conditions, such as hazardous materials, narcotics, explosives, firearms, or bio-hazardous materials, and other sensitive materials.
