GENERAL STATEMENT OF DUTIES:

This is a part-time position in the Police Department.  Regular work hours are a minimum of 20 with a maximum of 30 hours per week.  Cadets will perform a variety of civilian duties under direct supervision of police personnel in various divisions of the Police Department.

DISTINGUISHING FEATURES OF THE POSITION:

The Annapolis Police Cadet program is intended for young adults with aspirations of becoming a police officer.  Cadets will report directly to the Administrative Commander or designee.  Under close supervision, cadets will be exposed to the framework of law enforcement in an apprenticeship environment with hands on approach towards learning about the law enforcement profession. Cadets will receive on-the-job training in basic law enforcement skills, traffic control, crime prevention, community policing, first aid, crime scenes, arrest procedures, and criminal investigation.   Cadets will also receive training in basic criminology, fingerprinting photography and various communication systems. They will be assigned to public service positions answering telephones and general clerical work.


EXAMPLES OF WORK: -Duties may include, but are not limited to the following:


  • Perform clerical duties.
  • Learn interpret and apply City law enforcement policies and procedures.
  • Learn standard broadcasting procedures of a radio system.
  • Establish and maintain a cooperative working relationship with department personnel, city personnel and citizens.
  • Exercise good judgment and demonstrate initiative in the performance of work.
  • Participate in formalize training courses and programs.
  • Assist in processing and storing evidence.
  • Assist with parking enforcement and traffic control and DUI checkpoints.
  • Participate in the Ride-a-long program at a minimum of once a month; to include a written after action report.
  • All positions may be required to work holidays, evenings, weekends, shift work or varied schedule.
  • The cadet will be responsible for adhering to all Annapolis Police Department rules, regulations, policies and procedures including but not limited to the Department Orders, Rules of Conduct, directives and direct orders given by superiors. Cadets will be responsible adhering to all applicable State and Federal laws.  Cadets will be responsible for knowing the use of force policy, driving policy, uniform and grooming policy, professional standards policy and ride-a-long policy.
  • Other duties as directed.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

Applicants must be between 18 and 21 years of age to apply and be hired.  Candidates must be citizens of the United States and establish residence in the state of Maryland prior to appointment.  Candidates must have a valid Maryland driver’s license prior to appointment. All candidates are subject to a background investigation.  The work requires a combination of the following physical requirements upon a given task or on a given day:

  • 3 to 6 hours of sitting, standing and/or walking, bending, crouching, stooping, kneeling, crawling, climbing, balancing, running, jumping, reaching forwarding or overhead.
  • Requires eye-hand-foot coordination, verbal contact and telephone conversations, public speaking and face-to-face public contact.
  • May require lifting, carrying, pushing/pulling.
  • Qualifications include the maintenance of 6 to 12 credit hours per semester and a 2.0 grade point average.  


ACCEPTABLE EXPERIENCE AND TRAINING;

Candidate must have a high school diploma or high school equivalency certificate.


AMERICANS WITH DISABILITIES ACT:

Physical ability:  ability to lift and/or move heavy objects or persons weighing from 150 to 300 pounds in the course of rescue activities; ability to physically restrain persons in the course of law enforcement activities; ability to give chase on foot in the course of law enforcement/criminal apprehensions activities; ability to withstand working outside in all extreme weather conditions.


Visual ability:  sufficient to operate a department vehicle both day and night, to observe actions taking place, to observe traffic, to read and write reports.


Hearing ability:  sufficient to understand radio transmissions and conversations with other individuals both in person and over the telephone.


Speaking ability:  sufficient to communicate effectively with other individuals in person, over a phone and or radio.

Free from mental disorders which would interfere with performance of duties as described.
