The City of Annapolis is seeking a dependable, safety-conscious individual to serve as Equipment Operator I. This role is the entry-level classification in the Equipment Operator series, performing skilled craft work involved in the safe and efficient operation of light to medium-duty power equipment, motor vehicles, hand and power tools, and routine maintenance for public works projects.

Incumbents in this class work under close supervision with limited initial latitude for independent judgment, routinely assisting senior operators on complex assignments.

This position serves as an excellent foundational stepping stone for career advancement to Equipment Operator II, offering cross-training across street, utility, and municipal infrastructure systems in strict compliance with applicable safety codes, regulations, and City ordinances.


  • Equipment Operation: Operates a variety of light, medium, and heavy power equipment, including dump trucks, backhoes, front-end loaders, mechanized broom sweepers, side-arm mowers, jet vacuum trucks, road graders, man-lifts, brush chippers, mowers, jackhammers, and small tools to maintain streets, utility networks, and public grounds.

  • Material Transport & Handling: Transports, loads, and unloads heavy equipment, construction materials, supplies, and debris to and from job sites safely.

  • Preventative Maintenance: Washes, services, inspects, and makes minor field adjustments or repairs to assigned equipment; promptly reports major mechanical defects or repair needs to supervisors.

  • Safety & Regulatory Compliance: Monitors on-site operations to ensure health and safety requirements are met in accordance with departmental, National, and City safety standards.

  • Safety Training Participation: Actively participates in required safety training programs, including confined space entries, trench/excavation working safety, and hazardous materials handling.

  • Seasonal & Emergency Operations: Participates in seasonal operations, including winter snow removal, salting, storm cleanup, and emergency road clearing, which may require evening, weekend, or holiday response.

Knowledge, Skills, and Abilities
  • Equipment & Technical Knowledge: Knowledge of principles, techniques, and operating requirements for light power and medium-duty equipment, as well as applicable transportation regulations, National codes, and City ordinances.

  • Safety & Hazard Standards: Knowledge of safe material handling procedures, hazardous material protocols, trench safety, and occupational health standards.

  • Computer Tech Capabilities: Familiarity with applicable computer technology and software applications used in departmental assignments and record keeping.

  • Operational Skill: Skill in the safe, precise operation and basic field maintenance of assigned tools and equipment.

  • Communication & Relationships: Ability to establish and maintain effective working relationships with colleagues, supervisors, department heads, contractors, and the public; ability to communicate effectively orally and in writing.

Qualifications
Minimum Education & Experience Requirements:
  • Education: Graduation from high school or possession of an equivalent GED certificate.

  • Experience: Minimum of one (1) year of experience operating light power and medium-duty motor equipment relevant to public works or construction assignments.

Mandatory Licensure & Special Requirements:
  • Driver’s License: Possession of a valid Class A or Class B Commercial Driver’s License (CDL) issued by the State of Maryland (or equivalent) with mandatory endorsements required for assigned equipment (e.g., dump trucks, street sweepers, jet vacuum trucks).

  • CDL Maintenance: Maintenance of a valid CDL is a strict condition of employment for this job class.

Employment Conditions & Working Environment
  • Judgment & Adaptability: Exercising sound judgment within established operating procedures to adapt to shifting field traffic, weather extremes, utility line obstacles, and road conditions.

  • Work Environment: Work is primarily performed outdoors in field environments across the city under varying weather conditions, supplemented by occasional office reporting.

  • Schedule: Standard work shifts, with required flexibility to work evenings, weekends, and holidays to meet seasonal, project, or emergency response demands.
