Summary

This position coordinates, supervises, and reviews the work of the Parks and Right-of-Way Division, including oversight of citywide maintenance and janitorial operations. Responsibilities include managing park grounds, athletic facilities, rights-of-way, and assigned City facilities; supervising staff; overseeing contracted and in-house maintenance services; administering division budgets; coordinating construction and maintenance projects; and ensuring efficient, safe, and high-quality service delivery across all assigned operations.

This position also assists with implementing departmental goals, operational standards, and long-term maintenance planning, while promoting a culture of safety, accountability, teamwork, and customer service.

Essential Duties And Responsibilities

  • Supervises Parks, Right-of-Way, maintenance, and assigned janitorial personnel in accordance with City policies, procedures, and applicable laws.
  • Provides leadership, direction, training, coaching, and support to division personnel.
  • Performs personnel-related duties, including hiring, training, scheduling, performance evaluations, coaching, discipline, and recommendations for termination.
  • Consults with Crew Leaders concerning work projects, maintenance operations, personnel matters, scheduling, work methods, and quality expectations.
  • Assists with staff development, employee training, and succession planning efforts.
  • Promotes a culture of safety, accountability, teamwork, and customer service.
  • Oversees maintenance operations for parks, athletic facilities, rights-of-way, playgrounds, landscaped areas, and assigned City facilities.
  • Coordinates citywide maintenance activities with other departments to ensure timely and effective service delivery.
  • Tours and assesses park areas, athletic facilities, rights-of-way, and assigned City facilities to determine maintenance needs, operational concerns, and improvement opportunities.
  • Develops, implements, and maintains maintenance programs and operational procedures.
  • Oversees implementation and utilization of the departmental work order management system to support parks, facilities, maintenance, and janitorial operations.
  • Monitors operational performance measures and division productivity.
  • Operates and oversees the operation of equipment, including tractors, backhoes, riding mowers, utility vehicles, and other maintenance equipment.
  • Assists in evaluating maintenance needs and recommending operational improvements, staffing adjustments, and resource allocation.
  • Oversee citywide janitorial operations, including contract services and/or in-house custodial staff.
  • Conducts inspections of City facilities to ensure cleanliness, safety, and maintenance standards are achieved.
  • Coordinates custodial schedules, supply needs, inspections, and service expectations for assigned facilities.
  • Monitors contractor performance and compliance with service agreements, maintenance standards, and City expectations.
  • Assists with procurement, budgeting, and operational planning related to custodial and facility maintenance services.
  • Supervises park and facility construction projects, including coordination with consultants, contractors, vendors, and City departments.
  • Serves as departmental representative during construction and maintenance projects.
  • Assists with long-term maintenance planning and capital improvement project coordination.
  • Assures safety standards and departmental procedures are followed across parks, facilities, maintenance, and janitorial operations.
  • Conducts regular safety meetings and ensures compliance with departmental and regulatory safety requirements.
  • Maintains records related to departmental tasks, inspections, training, certifications, and safety activities.
  • Conducts routine playground inspections and ensures compliance with applicable safety standards.
  • Manages and assists with budget preparation and monitoring.
  • Assists with the administration of Athletic Sports Agreements (ASA), related projects, and coordination with athletic associations.
  • Responds to citizen concerns, complaints, and service requests in a professional and timely manner.
  • Coordinates with Parks and Recreation staff, Public Works, Facilities, contract vendors, volunteer groups, athletic associations, and other City departments to support operations, projects, and special events.
  • Represents the department at meetings, public events, presentations, and advisory board meetings as assigned.
  • Keeps the Director informed regarding operational issues, projects, and division activities.
  • Performs all other related duties as assigned.

Qualifications And Requirements

The preferred way to obtain the minimum knowledge, skills, and abilities to perform this position's essential duties and responsibilities are listed below. The city reserves the right to allow substitutions if a candidate or incumbent exceeds requirements in one area but may be deficient in another.

Education and Experience

  • Bachelor’s degree in Parks and Recreation, Public Administration, Construction Management, Facility Management, or a related field preferred. A combination of education and directly related work experience may be substituted for a degree.
  • Minimum of three (3) years’ experience in parks, maintenance, facilities, municipal operations, or a related field.
  • Minimum of three (3) years of supervisory experience.
  • Experience in facility maintenance, janitorial services oversight, or multi-site maintenance operations preferred.

Special License, Certifications of Designations

  • Texas Class “C” Driver’s License is required and must be maintained
  • Texas Class “A” Commercial Drivers’ License preferred
  • Certified Playground Safety Inspector from the National Recreation and Parks Association, or the ability to obtain within one (1) year of employment.
  • A pesticide applicator license is required or the ability to obtain it within one (1) year of employment.
