Position Summary
The Building Inspector will inspect new construction and alterations of residential/other structures within the City for compliance with building codes and related regulations and will also enforce codes and ordinances pertaining to property maintenance. The Building Inspector will be provided with a general outline of work to be performed and will then develop work methods and sequences under general supervision.
Position Responsibilities – Essential Job Functions
To ensure the greatest possible protection for employees in the workplace, the City of Anderson requires cooperative efforts of all employees with help in establishing and maintaining a safe and healthy work environment.
The City of Anderson requires that PPE (Personal Protective Equipment) be used by employees whenever workplace hazards are discovered that could damage any part of the body. In addition, the City of Anderson requires all employees to wear PPE, such as but not limited to, safety glasses, face shields, safety shoes, hearing protection (ear plugs/ear muffs), gloves, etc. as required by their job duties. PPE is to be used as a tool to eliminate and/or reduce the hazards employees face in their daily job duties.
PPE is not to be used and will not be used as a substitute for safe work practices, machine guards, or other controls designed by equipment manufacturers or other engineering sources. PPE is to be used in conjunction with these controls to increase employee protection.
Department Specific Job Functions:
- Inform and update various City departments with project statuses as it may influence their operations, including, but not limited to, business licensing and site compliance issues.
- Maintain a variety of logs and records related to enforcement activities.
- Maintain assigned vehicles and equipment.
- Guide others and make frequent decisions affecting co-workers, other departments, or operational processes and procedures.
- Receive and respond to inquiries, concerns, complaints, and requests in areas of responsibility.
- Perform routine clerical work as required, including, but not limited to, attending meetings, preparing reports and correspondence, copying and filing documents, sending and receiving faxes, entering and retrieving computer data, processing daily mail, ordering office supplies, answering the telephone, etc.
- Attend training sessions, meetings, seminars, workshops, etc. to enhance job knowledge and skills.
- Explain, interpret, and provide guidance regarding applicable codes and compliance requirements to property owners and others.
It is understood that every incidental duty connected with operations detailed in this job description are not always specifically described, and employees, at the discretion of the City, may be required to perform duties not within their job descriptions and as requested as the discretion of management of the City.
- Performs routine to moderately complex inspection and enforcement duties to ensure public compliance with applicable City codes and regulations.
- Inspects new residential construction, alterations and repairs to ensure structural safety and compliance with building codes.
- Prepares inspection reports; prepares and issues notices of correction and stop work orders as necessary.
- Obtains extensive knowledge of approved plans and specifications on various projects to ensure full compliance.
- Reports unsafe buildings due to structural weakness or potential fire hazard; reports unsanitary conditions.
- Responds to reports and patrols for unauthorized building activities to ensure that proper permits and licenses have been obtained.
- Explains, interprets and provides guidance regarding applicable codes and compliance requirements to contractors, engineers, architects, developers, property owners and others; conducts code research for customers as requested.
- Assists superintendents and project managers in achieving code compliance; obtains and tracks engineers’ reports on alterations and revisions to original documents.
- Follows up on each case to verify corrections have been made to comply with codes; issues violation notices and prepares cases for prosecution in the event of non-compliance; testifies in court as necessary.
- Coordinates inspection and permitting activities with Engineering, Planning, Utilities, Fire and 911 Addressing departments as necessary.

- Confirms that all ordinance code corrections are recorded and complied with prior to issuance of certificates of occupancy.
- Assists with permitting procedures as necessary.

- High school diploma, GED, or specialized vocational training.
- Provide proof of valid state driver’s license.
- Must possess Residential/Commercial Building Inspector certification within required period of time.
- Gather, organize, analyze, examine, and evaluate data or information and prescribe action based on such data or information.
- Safely operate machines, tools, or equipment requiring brief instruction or experience, such as computers, fax machines, copiers, telephones, or similar equipment. Service office machines, including adding paper and changing toner.
- Read and use technical instructions, procedures, manuals, and charts to solve practical problems.
- Compose routine and specialized reports, forms, and business letters with proper format and grammar.
- Demonstrate:
– Math skills including computing discounts and interest rates; basic algebra skills including variables and formulas; and basic geometry involving plane and solid figures, circumferences, areas, and volumes.

- Housing Inspector certification desired.
