SUMMARY

The Crime Intelligence Analyst II role is an advanced level Crime Analyst responsible for performing a full range of crime analysis and near-real-time crime response activities for the Amarillo PD Intelligence and Analysis Unit and Amarillo Regional Crime Center. Under the general supervision of the Crime Intelligence Coordinator, this position provides all technology and database support crime analysis activities. This includes ensuring complex and accurate querying of various sources with computer languages, developing data sources for analysts, and conducting quality review for analytical products. This role also provides direct training and professional development for crime analysts and/or other agency personnel on crime and intelligence analysis procedures. This role may be required to provide general oversight in the absence of Crime Intelligence Coordinator.

ESSENTIAL RESPONSIBILITIES

  • Mastery of Crime Intelligence Analyst I essential responsibilities.
  • Contributes toward a positive work environment by demonstrating professionalism incumbent on a senior-level role, while promoting professionalism, cooperation, and teamwork.
  • Act as lead analyst by answering questions, resolving problems, and coordinating efforts of less experienced analysts.
  • Performs Quality Control review of intelligence reports produced by other Crime Intelligence Analysts as well as those produced by external criminal justice agencies.
  • Assists in training Crime Intelligence Analysts to meet the unit standard and fulfill departmental goals and objectives.
  • Provides higher level support for customer service inquiries due to enhanced knowledge base and experience utilizing resources, as well as functions of other units within the department and external agencies.
  • Trains various units and members within the department in the use of advanced software, such as Power BI.
  • Serves as a representative to the unit and department when attending meetings related to Intelligence and Analysis.
  • May serve as project leader for complex data and statistical requests; monitors and reports on progress; meets with internal and external customers to review project status and resolve development/implementation issues.
  • Work closely with investigators throughout the department to develop social network or link analysis, time/temporal analysis, cellular data analysis, crime incident maps, or any other technique to assist in identifying suspects or organized criminal enterprises.
  • Using Structured Query Language (SQL), create/maintain Stored Procedures and Queries for the unit to utilize to extract routine data from the records management system database.
  • Using Structured Query Language (SQL), create/maintain Stored Procedures and Queries for the unit to utilize to extract request-specific data that does not currently exist from the records management system database.
  • Responsible for reviewing Crime Intelligence Analyst I SQL queries to ensure accuracy and completeness of data.
  • Create, manage, and maintain Power BI reports and dashboards from multiple sources, including but not limited to multiple spreadsheets, external sources, and utilizing SQL to connect to records management database.
  • Utilizing DAX Expressions, create general and complex aggregations in Power BI to enhance the reports and dashboards with statistically focused information for strategic and administrative/operational analysis.
  • Responsible for reviewing Power BI reports and dashboards produced by Crime Intelligence Analyst I to ensure accuracy and completeness of data, as well as appropriateness of data displayed.
  • Utilizing GIS software and create maps and perform advanced analysis utilizing statistical and methodological concepts, incorporating external data for departmental projects and operational analysis.
  • Meets with customers to define data needs, project requirements, and determine required output. Develops and manages procedures to incorporate appropriate data, statistics, or intelligence in final product.
  • Will occasionally be required to work after hours to respond to significant events or assist in priority cases.
  • Maintains a positive, helpful, constructive attitude and working relationship with office employees, City employees, Elected Officials and the public.
  • Performs other job-related duties as assigned.

MINIMUM REQUIREMENTS

Bachelor’s degree from an accredited college or university in Crime Analysis, Criminal Justice, Computer Science, Social Work, or related field preferred. Any combination of education and experience equivalent to a minimum of 2 years or an associate degree plus two years of experience in Crime Analysis program from a law enforcement agency required. Law Enforcement Analyst- Foundational (LEAF) Certification required. Valid Texas Driver’s License Required.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of law enforcement operations and procedures, including local, state, and federal agencies and their functions.
  • Knowledge of departmental units, staffing, organization, and respective roles.
  • Knowledge of principles of data collection and analysis.
  • Knowledge of principles of crime theories, policing models, and crime analysis.
  • Knowledge of local, state, and federal classification of crimes for UCR/NIBRs.
  • Knowledge of advanced statistical research and reporting methods, techniques, and procedures.
  • Ability to create data expressions and queries from existing software and databases used by the unit.
  • Ability to evaluate and interpret end user information requirements.
  • Ability to maintain effective working relationships with co-workers and the public.
  • Ability to work independently.
  • Ability to train/mentor junior analysts in accordance with unit policies, procedures, and goals
  • Ability to manage time and prioritize requests and duties.
  • Ability to establish policies for using, acquiring, and/or maintaining technology systems.
  • Ability to learn various scripting languages not already skilled in.
  • Ability to learn, train, and guide the implementation of new technology.
  • Skill in utilizing various Microsoft Office products, including Word, Excel, Publisher, PowerPoint.
  • Skill to operate computers to manage and query relational databases.
  • Skill to operate highly technical computer applications, such as GIS, SSMS, and Power BI.
  • Skill in reviewing crime reports, extracting pertinent information, and generating clear and concise intelligence reports.
