Position Description

Title: Revenue Specialist
Grade Number: 9M, $22.49 per hour
Department: Finance
Bureau: Revenue & Audit
Union: SEIU

GENERAL PURPOSE

Performs a variety of specialized clerical activities to support the functions and services of the bureau.

SUPERVISION RECEIVED

Works under the supervision of the Bureau Manager and Operations Manager.

None

ESSENTIAL DUTIES AND RESPONSIBILITIES

Under direction, works from a thorough knowledge of the bureau's operational policies, procedures, practices, and State Tax laws. Clerical duties typically include the following:

A. Performs work priorities as scheduled by supervisor, based on specific weekly and monthly assignments, projects and deadlines for completion.

B. Updates and maintains tax accounts records by adding new accounts, deactivating closed accounts, and updating account information in multiple systems.

C. Reviews records (e.g. property tax and business files) to determine business account status. Performs necessary account maintenance.

D. Assists with billings by processing payments, receipt maintenance, and stuffing envelopes.

E. Processes payments received by mail, at the counter or collected from exterior payment drop box.

F. Reconciles receipts and payments resulting from cash register activity daily. Prepares deposit of these payments daily.

G. Assists public in person, by telephone, mail, and e-mail explaining tax calculations and billing procedures along with processing refund requests.

H. Processes invoices for approval/payment to submit to Accounts Payable.

I. Receives all City mail deemed unidentifiable by mailroom to research, locate, and re-route to proper department.

J. Other duties include mediating and re-routing taxpayer complaints; assisting citizens in preparation of paperwork and properly documenting bureau files.

K. Processes a variety of documents and forms involving the bureau's functions and services.

L. Prepares monthly collection and exoneration reports for the bureau.

M. Researches and gathers data required for record keeping, reports and other activities.

N. Performs related filing, copying, and scanning activities.

O. Position involves extensive contact with the public, with external users of the bureau's services, and with other external authorities to provide, obtain or explain non-routine information relating to the bureau's activities, procedures and policies.

P. Performs related work as may be required.

Q. Provide quality and effective customer service with courtesy and understanding to our customers, citizens, and internal departments.

R. Receive, process, and produce Tax Certifications requested.

S. Completes data entry of payments received and verifies the total being processed is equal to the total being entered.

MINIMUM QUALIFICATIONS

Education and Experience:

A. High school graduation.
B. Including or supplemented by courses in bookkeeping.
C. Additional accounting courses beyond high school are preferred.
D. One year of related work experience desirable.
E. Customer service experience is preferred.
F. Considerable experience with varied office and clerical tasks of an accounting nature.
G. Equivalent combination of related education and experience.

Necessary Knowledge, Skills, and Abilities:

A. Knowledge of business English, spelling, and grammar.
B. Knowledge of basic computer skills.
C. Ability to maintain confidentiality in all work-related situations.
D. Ability to operate office machines.
E. Ability to write legibly.
F. Ability to understand and follow complex oral or written instructions.
G. Ability to explain complex situations clearly and concisely.
H. Ability to process and review billings, make arithmetic computations and tabulations with speed and accuracy.
I. Ability to deal courteously and tactfully with the public and establish and maintain working relationship with other employees.

TOOLS AND EQUIPMENT USED

Requires intensive daily use of computer, calculator, copier, printer, fax machine, telephone, as well as other office equipment as needed.

The employee must occasionally lift and/or move up to 10 pounds. Specific vision abilities required by this job include close vision (typically associated with the use of computers, reading letters, reviewing files, and reading reports); distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.
