The purpose of this position is to facilitate high quality development and an efficient review process. This is accomplished by providing information and other services to citizens, outside organizations and other employees. Other duties may include providing support to City boards and commissions, assisting with the Capital Improvement Program, reviewing and approving sign permits, developing long-range forecasts of land use and demographics, conducting research, assigning and maintaining addresses, and participating in other special projects. This position may provide direction for other employees.

Essential Functions

Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Provides information to developers, citizens, outside organizations and other employees by responding to general inquiries including basic land use, signage, or subdivision questions, via phone and email.
  • Provides support to City boards and commissions by analyzing platting and zoning requests, making development recommendations, and preparing and delivering communications and presentations.
  • Provides research, analysis, and interpretation by coordinating with co-workers in regards to the Allen Land Development Code changes and interpretations and providing technical review committee input on development projects.
  • Assists with Interactive Map by updating public facing features (Zoning and SUP), information pages, and the general maintenance of the Current Development Story Map.
  • Provides administrative assistance by reviewing permits as assigned through EnerGov, processing open records reviews as assigned through the City Secretary’s office, processing TABC applications, and filing plats with the county land recordings office.
  • Assigns addresses to new commercial and residential developments, assigns suite numbers to new and existing buildings as required, and maintains the 911 Master Street List by approving plats and the recorded street names, developing ordinances, and changing street names as necessary.
  • Oversees sign permits by reviewing and approving permits, facilitating renewal of sign permits, and enforcing sign ordinance.
  • Performs other duties as assigned.

Job Requirements

Education & Experience
Work requires broad knowledge in a general professional or technical field. A typical way to obtain the required qualifications would be:

  • Bachelor’s degree in Planning, Geography, Public Administration, or a related field and two (2) years relevant experience, or equivalent.
Certification and Other Requirements
  • Valid Class C Driver's License
Supervision Exercised:
Limited Supervision: Work is normally reviewed upon completion to ensure compliance with departmental goals, plans and policies; autonomy is granted at the functional area level; work is subject to departmental policies and accepted professional standards. Major work activities are covered by organization guidelines and directives permitting flexibility in selecting methods, procedures, work priorities, and the planning and coordination of programs or projects to achieve desired outcomes.
Overall Physical Strength Demands
Sedentary: Exerting up to 10 lbs. occasionally or negligible weights frequently; sitting most of the time.

  • Operating highly technical computer applications, such as GIS or CAD.
  • Making long-range plans that account for a large volume of detailed information.
  • Maintaining a large database of information.
  • Operating a personal computer utilizing a variety of business software.
  • Reading and understanding City, State and Federal rules and regulations.
  • Creating, preparing, writing, and proofing reports, documents, and correspondence.
  • Working effectively in a high-pressure environment with changing priorities.
  • Effectively communicating in both oral and written format.
