Fiscal Officer I, Office of Housing

Essential Functions/Duties

A Fiscal Officer I performs analytical and evaluative work involving the formulation of budget estimates including development of fund requirements to support operating programs; execution of approved budgets by City program officials and/or contractors; exercising program controls over the obligation and expenditure of appropriated funds; and the provision of administrative management services. The work involves gathering of grant information and data as a part of a larger coordinated program. The completed work generally contributes to other departmental/divisional programs and affects the reliability, accuracy or acceptability of the outcome of such programs. An incumbent independently conceptualizes, organizes and carries out most work assignments under minimal supervision. Special assignments are outlined by the supervisor in terms of the end product required. Written guidelines are available for use in most City/State financial management matters. The incumbent develops local procedures for use in various other program matters.

Illustrative Examples of Work

  • Serves as the Department's principal contact for fiscal matters;
  • Oversees the preparation of a large, complex agency budget and works with department staff to develop budget requests;
  • Reviews and approves all purchases, procurements, payments, data compilation and analysis of monthly expenses through monthly reports, projections of year-end expenses utilizing generally accepted accounting techniques;
  • Recommends strategies to mitigate end-of-year fiscal impact, conducts annual review, analysis, formulation and submission of Department's Operating Budget;
  • Conducts fiscal impact or cost-effectiveness exercises of service efficiencies or other special initiatives;
  • Acts as Department's purchase card administrator, certifies and forwards reports and supporting documentation for concurring audit;
  • Sets up and maintains individual expense ledgers; drafts, receives payment requests and Change Orders and expenses;
  • Reviews account balances and recommends budget transfers and/or Capital (CIP) allocations;
  • Drafts budget transfers and/or Capital allocation requests;
  • Reconciles account ledgers with City's financial reporting system;
  • Tracks documents sent to Office of Management & Budget (OMB) & liaises with OMB relative to queries;
  • Reviews and recommends expenses for capitalization in annual report;
  • Meets with Project Managers to discuss expenses and upcoming project or program needs;
  • Draft, submit, and/or reviews and approves electronic Agency Purchase Orders and Purchase Requisitions for the provision of goods and services;
  • Develops and maintains a system to track and manage grants applied for and awarded to ensure that grant requirements are met and department is well-prepared for grant audits;
  • Monitors departmental actions on grant awards to ensure that grants are implemented;
  • Prepares and submits reimbursement billing to funders, monitors receipt of federal and State revenues, and insures that funds collected are at least equal to projections in grant budget;
  • Works with Accounting Department and departmental personnel to facilitate grant closeouts and audits;
  • Prepares and reviews payments to vendors ensuring compliance with approved departmental budget and HUD regulations;
  • Performs related work as required.

Minimum & Additional Requirements

Minimum: Four-Year College Degree and completion of college-level courses in the principles and theories of accounting, budgeting, procurement, contracting, human resources management, training or related administrative management experience in the subject matter area; one year of experience in progressively-responsible positions involving public administration, including some experience in public financial planning and administration; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

Preferred Qualifications

Bachelor's Degree in Public Finance, Policy Development, Urban Affairs, Accounting, and/or related field; three years of experience as a fiscal analyst, or in government budgeting, grants administration, policy analysis or related field; excellent verbal communication skills; ability to write clearly and meet deadlines under pressure.
