Position Summary

Direct, manage, plan, oversee and supervise a wide range of programs and activities within the Parks and Recreation Department including policy, personnel, program, budget and administration within assigned areas; coordinate assigned activities with other divisions, departments, outside agencies and other stake-holders and provide highly responsible and complex administrative support to the Director of Parks and Recreation.

This is an unclassified at-will position.

Essential and Supplemental Functions

ESSENTIAL FUNCTIONS: Essential functions may include, but are not limited to the functions listed below. Must be able to perform the essential functions of the job with or without a reasonable accommodation.

  • Assume management responsibility for assigned services and activities of Parks and Recreation including policy, personnel, budget and programs.
  • Manage and participate in the development and implementation of goals, objectives, policies and priorities for assigned program; recommend and administer policies and procedures.
  • Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within departmental policy, appropriate service and staffing levels.
  • Plan, direct, coordinate and review, through subordinate level staff, the work plan for assigned areas of responsibility, review and evaluate work methods and procedures; meet with key staff to identify and resolve problems.
  • Serve as the liaison for the Parks and Recreation Department in assigned areas and activities with other City departments, divisions or outside agencies; negotiate and resolve sensitive and controversial issues.
  • Assist in the selection, training, motivation and evaluation of Parks and Recreation personnel; provide and coordinate staff training; interact with employees to correct deficiencies and empower positive actions; implement necessary disciplinary/corrective actions.
  • Participate in the development and administration of the department/divisions annual budget; participate in the forecast of funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; implement adjustments.
  • Analyze operating policies and procedures and develop recommendations on policy, personnel, programs, budget and procedural changes within the department; design and implement remediation as needed
  • Provide staff assistance to the Director; participate on a variety of boards, commissions and committees; prepare and present reports and other necessary correspondence.
  • Serve as the Director in his/her absence; represent the Director at assigned meetings to include City Council.
  • Assume general management responsibility for all related services and activities.

SUPPLEMENTAL FUNCTIONS:

  • Attend and participate in professional group meetings; stay abreast of new trends and innovations in assigned areas.
  • Perform other related duties and responsibilities as assigned.

Minimum Education, Experience And Additional Requirements

Education and experience directly related to the minimum requirements below may be interchangeable on a year for year basis.

Bachelor's degree from an accredited college or university in Business Administration, Public Administration, Operations Management, Finance Administration or Landscape Architecture preferred; and

Nine (9) years of managerial experience in finance, auditing, project management or operations management preferred; and

To include six (6) years of supervisory experience preferred.

Master's degree preferred.

ADDITIONAL REQUIREMENTS

Possession of a valid New Mexico Driver's License, or the ability to obtain by date of hire.

Possession of a City Operator's Permit (COP) within 6 months from date of hire.

  • Principles and practices of performance measurement and assessment

  • Plan, organize, direct and coordinate the work of lower level staff
  • Interpret, explain and enforce departmental policies, procedures and applicable ordinances, codes and regulations
  • Select, supervise, train and evaluate staff
  • Coordinate division activities and programs with outside agencies and divisions
  • Meet programmatic and regulatory requirements and deadlines
  • Analyze and assess programs, policies and operational needs and make appropriate adjustments
  • Identify and respond to sensitive community and organizational issues, concerns and needs
  • Participate in the development and administration of department goals, objectives and procedures
  • Prepare and administer large and complex budgets
  • Prepare administrative and financial reports
  • Analyze problems, identify alternative solutions; project consequences of proposed actions and implement recommendations in support of goals
  • Research, analyze and evaluate new service delivery methods and techniques
  • Interpret and apply Federal, State and local policies, laws and regulations
  • Communicate clearly and concisely, both orally and in writing
  • Respond to questions and concerns from City employees and the public
  • Perform essential and supplemental functions with or without reasonable accommodation
  • Establish and maintain effective working relationships with those contacted in the course of work

Working Conditions

Environmental:

Office and field environment; exposure to inclement weather; exposure to noise, dust, fumes, computer screens; may travel from site to site.

Physical:

Essential and supplemental functions require maintaining physical condition necessary for walking, standing or sitting for prolonged periods; may operate a motor vehicle.
