Position Summary
Direct, manage, supervise, and coordinate assigned programs and activities within the Building Safety Division Plan Review Section; assist the management of other Division sections; coordinate assigned activities with other divisions and outside agencies; and provide highly responsible and complex administrative support to the Chief Building Official.

Essential and Supplemental Functions
ESSENTIAL FUNCTIONS: (Essential functions may include, but are not limited to the functions listed below)
- Assume management responsibility for assigned services and activities of the Building Safety Division including protecting the public through effective design review and enforcement of City building code ordinances.
- Manage and participate in the development and implementation of goals, objectives, policies and priorities for assigned programs; recommend and administer policies and procedures.
- Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within departmental policy, appropriate service and staffing levels.
- Plan, prioritize, assign, supervise, review and participate in the work of staff responsible for construction plan review; meet with staff as needed to identify and resolve issues.
- Supply engineers, architects, contractors and the public with code interpretations as needed; assist in writing the Uniform Administrative Code.
- Review plans and specifications of building permit applications to ensure plans and specifications are in compliance with the applicable adopted code.
- Interpret and enforce City building codes; recommend and implement new codes.
- Select, train, motivate and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
- Oversee and participate in the development and administration of the division's annual budget; participate in the forecast of funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; implement adjustments.
- Serve as the liaison for the Building Safety Division with other City departments, divisions and outside agencies; negotiate and resolve sensitive and controversial issues.
- Serve as staff on a variety of boards, commissions and committees; prepare and present staff reports and other necessary correspondence.
- Provide responsible staff assistance to the Chief Building Official.
- Conduct a variety of organizational studies, investigations, and operational studies; recommend modifications to building inspection or plans examination programs, policies and procedures as appropriate.
- Schedule meetings with assigned plan reviewers to train on the adopted codes, discuss inconsistencies, new materials usage and code changes.
- Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of residential and commercial building inspection and plans examination.
SUPPLEMENTAL FUNCTIONS:
- Respond to and resolve difficult and sensitive citizen inquiries and complaints.
- Perform related duties and responsibilities as required.
Minimum Education, Experience And Additional Requirements
Related education and experience may be interchangeable on a year for year basis.
Bachelor's degree from an accredited college or university in architecture, engineering or a related field; and
Six (6) years of building inspection and/or plans review experience' and
To include three (3) years direct supervisory experience.
ADDITIONAL REQUIREMENTS:
Possession of a valid New Mexico's Driver's License, or the ability to obtain by date of hire.
Possession of a City Operator's Permit (COP) within 6 months from date of hire.
Possession of one or more of the following certifications: building plans examiner, plumbing/mechanical plans examiner, electrical plans examiner, building inspector, plumbing/mechanical inspector or electrical inspector, within six (6) months from date of hire.
NOTE: Plans examiner certifications must be issued by a nationally recognized construction certifying agency, e.g. ICC or IAPMO. Inspectors must be certified by both the State of New Mexico and by a nationally recognized certifying agency acceptable to the State of New Mexico.

Salary : $75,504 - $79,456
