Job Title: Utility Technician I – Water Distribution

FLSA Status: Non-Exempt

Department: Public Works

Grade: H18

Reports To: Water Distribution Crew Leader & Public Works Director

Job Summary: This is an entry level position and is responsible for the physical labor involved in operating and maintaining the water system. This position is also involved in operating and maintaining light to heavy equipment used to construct, set, install, repair and service water lines. Receives and responds to main line breaks and service calls for leaks. Participates in related activities to include repairing asphalt, concrete, yards and other areas that are disrupted as a result of repair work, boring, and installing taps for new sets, installing meters, hauling materials and unloading trucks. As an entry level position most tasks will be performed on the ground/manual labor and not necessarily in equipment.

FLSA Status: Non-Exempt

Schedule: This position works Monday- Friday from 8:00 a.m. until 4:30 p.m. During the summer months, this schedule shifts from 7:00 a.m. until 3:30 p.m. Employees will participate in the department afterhours, weekend and holiday on-call rotation schedule.

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Major Duties:

  • Operates various hand tools, power tools and light and heavy equipment for maintenance and repair of the city’s water system.
  • Constructs taps and main extension tie in’s for the water system; draws maps of valves and lines to assure proper location.
  • Performs technical tasks in the completion of main water line installation and related service and repair work; performs related activities to include repairing asphalt, concrete, yards and other areas that are disrupted as a result of repair work, boring and installing taps for new sets, installing meters, hauling materials and unloading trucks.
  • Participates in work activities to ensure compliance with safety standards and guidelines; assists in setting up safe work zones and performs flagging tasks as needed.
  • Participates in various water distribution system maintenance, repair, upkeep and enhancement, including but not limited to repairing leaks, running tests of groundwater, troubleshooting distribution problems through removal/installation of pipes, meters, fixtures and valves; flushes hydrants as needed.

Additional Duties:

  • Performs other related duties as required.

Minimum Qualifications:

  • High school diploma or G.E.D.
  • Valid State of Georgia Driver’s License (CDL preferred)
  • NPDES Blue Card (within one year of employment)
  • Must be capable in the operation and maintenance of a dump truck, tractor, bobcat, and other light construction equipment such as jack hammer, compactor, saw cutter, etc.
  • Ability to read, write and perform basic mathematical calculations.
  • Ability to understand the basic principles relevant to the major duties of the position.
  • Ability to perform physical labor.
  • Position is subject to call-in and overtime work; possible shift rotation during emergency conditions.
  • Must be able to come to work promptly and regularly.
  • Must be able to work well with others and take directions from assigned supervisors.
  • Must be able to perform work accurately, safely, and complete tasks in a timely manner.

Knowledge Required by the Position:

  • Knowledge of policies and procedures pertaining to maintenance and construction of water lines.
  • Knowledge of construction principles.
  • Knowledge of how to operate and perform minor maintenance on heavy equipment.
  • Working knowledge of equipment such as: light construction equipment such as jack hammer, compactor, saw cutter, etc.
  • Skill in following oral and written directions.
  • Skill and ability to operate and maintain motor vehicles, tool, equipment and machinery in a safe and effective manner.
  • Ability to read, write and perform basic mathematical calculations.
  • Ability to understand the basic principles relevant to the major duties of the position.
  • Ability to perform physical labor.

Supervisor Control: The Water Distribution Crew Leader assigns work in terms of somewhat general instructions with many aspects of the work being covered specifically. The supervisor spot-

checks work in progress and completed work for compliance with instructions, accuracy and the nature and propriety of final results.

Guidelines: Guidelines used are the instructions provided to the employee by the supervisor. These guidelines are clear and specific but may require some interpretation. These guidelines include written and oral instructions, as well as departmental policies and procedures. Guidelines also include Georgia traffic laws, safety and departmental rules and regulations.

Complexity: The work consists of tasks that are directly related duties in equipment operation and may be complicated by weather, traffic, having to locate underground cables.

Scope and Effect: The purpose of the position is to provide the labor necessary to construct, repair, and service water and sewer lines as well as operate equipment in order to provide a safe and serviceable water system for the city.

Personal Contacts: Contacts are typically with co-workers, other city employees, and the general public.

Purpose of Contact: Contacts are typically to give or exchange information, resolve problems, and provide services.

Physical Demands: The position requires the ability to stand, walk, bend, stoop, crouch, lift, and intermittently sit for extended periods. Essential physical functions include climbing ladders; using tools and equipment requiring a high degree of manual dexterity; and distinguishing between shades of color. The position also requires the ability to frequently lift, carry, push, and/or pull objects weighing more than 50 pounds, with or without reasonable accommodation.

Work Environment: Work is performed outdoors where the employee may be exposed to cold and heat or inclement weather, as well as noise, dust, dirt, grease, and machinery and its moving parts. This work requires the use of protective devices such as mask, goggles, gloves, etc. Work results in occasional exposure to contagious or infectious diseases or irritating chemicals.
