Job Title: Streets and Roads Technician

FLSA Status: Non-Exempt

Department: Public Works

Grade: H18

Reports To: Streets and Roads Superintendent

Job Summary: This is an entry level position and performs general maintenance, upkeep and repair of City property, including road surfaces, curbs, sidewalks, right-of-way, landscaping, grounds, buildings, streets and other City property as well as municipal solid waste collection services.

FLSA Status: Non-Exempt

Schedule: This position works Monday- Friday from 8:00 a.m. until 4:30 p.m. Participates in the department afterhours, weekend and holiday on-call rotation schedule.

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Major Duties:

  • Checks, maintains and cleans equipment, trucks, trailers and tools.
  • Operates a variety of vehicles and equipment.
  • Maintains and repairs City buildings.
  • Performs grounds maintenance duties; mows grass; trims bushed and shrubs; and pulls weeds.
  • Operates a chainsaw to trim or remove trees.
  • Assists with special events hosted by the City.
  • Maintains and repairs City property, including infrastructure, buildings and fountains.
  • Patches pot holes, lays concrete/asphalt and performs other tasks in street/sidewalk

maintenance.

  • Performs landscaping upkeep task on City property, parks and right-of-way.
  • Performs maintenance and repair on storm water infrastructure; operates street sweeper and cleans catch basins to prevent debris collection in storm water runoff system.
  • Responsible for following proper operating procedures for all equipment to ensure safety of all members of department, City staff and Adairsville community.
  • Assures storm water does not infiltrate the sewer system; inspects drainage and informs property owners of problems with drainage of storm water into the sewer, rechecks to assure the problems have been corrected.
  • Cleans clogged sewer lines and performs emergency and non-emergency repairs as necessary; adjusts manholes; tests sewers; measures and calculates flows.
  • Locates, uncovers, adjusts and repairs broken sewer lines and water lines.

Additional Duties:

  • Performs other related duties as required.

Minimum Qualifications:

  • High school diploma or G.E.D.
  • Valid State of Georgia Driver’s License
  • CDL (Preferred)
  • NPDES Blue Card (within one year of employment)
  • Must be capable in the operation and maintenance of a dump truck, tractor, bobcat, and other light construction equipment such as jack hammer, compactor, saw cutter, etc.
  • Ability to read, write and perform basic mathematical calculations.
  • Ability to understand the basic principles relevant to the major duties of the position.
  • Ability to perform physical labor.
  • Position is subject to call-in and overtime work; possible shift rotation during emergency conditions.
  • Must be able to come to work promptly and regularly.
  • Must be able to work well with others and take directions from assigned supervisors.
  • Must be able to perform work accurately, safely, and complete tasks in a timely manner.

Knowledge Required by the Position:

  • Ability to read, write and perform basic mathematical calculations.
  • Ability to understand the basic principles relevant to the major duties of the position.
  • Ability to perform physical labor.
  • Ability to adhere to safe equipment operating procedures and respond to dangerous situations accordingly;
  • Ability to communicate effectively with co-workers and the general public;
  • Ability to obtain flaggers certification within one year;
  • Ability to operate machinery requiring a high level of dexterity and perform duties in a variety of weather conditions;
  • Ability to work well with others;
  • Knowledge of City of Adairsville streets and geography;
  • Knowledge of City ordinances, policies and procedures;
  • Knowledge of the hazards, safety precautions and proper operation of equipment, trucks and machinery used in the repair and maintenance of roads, sidewalks, buildings, grounds, etc.;
  • Skill operating a variety of tools, equipment and commercial vehicles.

Supervisor Control: Work in this position is performed under the Public Works/Utilities Manager.

Guidelines: Guidelines used are the instructions provided to the employee by the supervisor. These guidelines are clear and specific, but may require some interpretation. These guidelines include written and oral instructions, as well as departmental policies and procedures. Guidelines also include Georgia traffic laws, safety and departmental rules and regulations.

Complexity: The work consists of manual labor and technical duties involving the proper use of variety equipment.

Scope and Effect: The purpose of the position is to provide the labor necessary to construct, repair, and service City property as well as operate equipment in order to provide a safe and serviceable maintenance for the city. Errors may result in loss of time, waste of materials, and/or damage to equipment.

Personal Contacts: Contacts are typically with coworkers and workers in other support units.

Purpose of Contact: Contacts are typically to give or exchange information, resolve problems, and provide services.

Physical Demands: The position typically requires standing, walking, bending, stooping, crouching and intermittently sitting. Physical demands also include climbing ladders, and using tools or equipment requiring a high degree of dexterity.

Work Environment: Work is performed outdoors where the employee may be exposed to cold and heat or inclement weather, as well as noise, dust, dirt, grease, and machinery and its moving parts. This work requires the use of protective devices such as mask, goggles, gloves, etc. Work results in occasional exposure to contagious or infectious diseases or irritating chemicals.

Supervisory and Management Responsibility: None.
