Position Summary
This position is responsible for assisting in the construction, repair, and maintenance of electrical infrastructure as authorized.

Position Description
ESSENTIAL FUNCTIONS

  • Constructs and maintains electrical overhead and underground lines and equipment as authorized.
  • Installs, maintains, and repairs electrical substation system equipment as authorized.
  • Installs, maintains, and repairs transmission system infrastructure as authorized.
  • Performs duties in compliance with all safety policies and procedures.
  • Operates a line truck, bucket truck, track hoe, and other construction equipment.
  • Installs, maintains, and repairs streetlights and commercial/residential lighting.
  • Works from bucket trucks or climbing poles to construction and repair electrical equipment on lines as authorized.
  • Locates electrical infrastructure.
  • Responds to power outages, emergency situations, or customer concerns; responds to after-hours emergencies.
  • Troubleshoots transmission, substation, distribution, secondary service, and streetlight systems.
  • Prepares daily activity and other reports as required.
  • Reads and interprets blueprints, specifications, etc.
  • Performs other related duties as assigned.
KNOWLEDGE REQUIRED BY THE POSITION
  • Knowledge of the methods, practices, tools, materials, and equipment involved in the construction, maintenance, and repair of electrical infrastructure.
  • Knowledge associated with the requirements of the Career Development Plan developed by Department leadership.
  • Knowledge of underground, overhead, and substation distribution design principles.
  • Knowledge of load management principles.
  • Knowledge of electrical metering.
  • Knowledge of city electrical specifications.
  • Knowledge of relevant state and federal regulations.
  • Knowledge of safe work practices and procedures.
  • Knowledge of department policies and procedures.
  • Skill in utilizing specialized tools and equipment related to the construction, repair, and maintenance of electrical infrastructure.
  • Skill in the operation of computers and job-related software programs.
  • Skill in reading and interpreting technical papers, codes, and handbooks.
  • Skill in evaluating plans, policies, procedures, and products.
  • Skill in oral and written communication.
  • Knowledge of safety guidelines as it relates to working with high voltage electrical lines. 
SUPERVISORY CONTROLS
The Power Supervisor assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.

GUIDELINES
Guidelines include Electric Cities of Georgia specifications, the American Public Power Association Safety Manual, NESC code, and city and department policies and procedures. These guidelines are generally clear and specific but may require some interpretation in application.

COMPLEXITY/SCOPE OF WORK
  • The work consists of varied technical duties. The variety of work assignments, dangerous field conditions, and inclement weather contribute to the complexity of the position.
  • The purpose of this position is to assist in the installation, maintenance, and repair of the electrical utility system as authorized. Successful performance helps ensure the efficient and effective delivery of electric services to customers.

  • Contacts are typically with coworkers, vendors, consultants, contractors, electricians, representatives of other agencies, and the general public.
  • Contacts are typically to exchange information, resolve problems, and provide services.
PHYSICAL DEMANDS/ WORK ENVIRONMENT
  • The work is typically performed while intermittently sitting, standing, bending, crouching, stooping, or walking. The employee frequently lifts light and heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell.
  • The work is typically performed in an office, stockroom, warehouse, and outdoors. The employee may be exposed to noise, dust, dirt, grease, machinery with moving parts, and occasional cold or inclement weather. Some of the work is performed on utility poles, in elevated buckets, and in the presence of electrified lines. The work requires the use of protective devices such as masks, goggles, gloves, etc.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
This position has functional supervision over assigned personnel.

MINIMUM QUALIFICATIONS
  • Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
  • Must have met all requirements associated with all lower- level positions including Groundworker, and/or equivalent training and experience.
  • Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with six months to one year’ s experience or service.
  • Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated.
