GENERAL DESCRIPTION
Under general supervision of the Assistant Director of Public Health; to coordinate and maintain administrative functions for a variety of professional accounting and financial work involved in the preparation, formulation, and monitoring of the ATCPHD operating budgets; various accounting assignments including reconciliations, computer data maintenance, accounting standards compliance; revenue and expenditure monitoring; and departmental grant projects. Supervises the grants staff and ensures compliance with standards and reporting practices.
SUPERVISION EXERCISED
Direct supervision over the Grants staff.
IMPORTANT AND ESSENTIAL DUTIES
Manages assigned grant staff to include managing personnel issues and providing resolutions for problems.
Supervises and evaluates assigned grant staff; ensures standards of performance are met.
Ensure grant team maintains a cooperative relationship among other divisions through effective communication, responding to requests, building rapport, and participation in team building activities.
Ensures all grant deliverables are submitted in a timely fashion according to state contracts and work plans.
Perform various accounting reconciliations.
Respond to staff inquiries; provide assistance and technical advice.
Maintain information for monitoring revenues and expenditures of specific accounts assigned.
Modify specific accounting procedures to ensure compliance to policy and accounting standards.
Provide information; compile data; prepare written reports related to specific funds assigned.
Prepare comparative analysis of operating programs by analyzing costs in relation to previous fiscal years.
Assist Division Managers in developing & monitoring operating budgets.
Review operating budgets periodically to analyze trends affecting budget needs.
Prepare and submit invoices to the state for reimbursement of expenditures within public health grant programs.
Prepare and submit Financial Status Reports for grant programs to the Texas Department of State Health Services.
Assist in the preparation of the operating budgets.
Present revised and proposed operating budgets to City Council.
Perform maintenance of computer data.
Perform research and develop informational reports.
Ensures biennial inventory of equipment is completed and applicable equipment is reported to the Texas Department of State for Health Services as it pertains to the grant that funded the equipment.
Will have access to HIPAA protected information and is responsible for abiding by all state and federal regulations governing the use of personal health information.

Experience:
Six (6) months of general accounting experience is preferred.
One (1) year of experience in the area of office management and supervision is preferred.
Education/Training:
Bachelor’s degree in Accounting, Finance, Business Administration, Public Administration, or a related field is required.
License or Certificate:
A valid Texas driver’s license is preferred.
