Job Function:

Provides support for the Public Works Department projects citywide. Provides maintenance to the storm water retention ponds within the City of Mount Dora area, and supports other Public Works functions to include concrete, tree work, signs and barricades, sanitation, and ROW maintenance. This is heavy manual work involving limited skills in various maintenance and construction tasks.

Essential Duties:


  1. Maintains storm water retention ponds within the City of Mount Dora area; mowing sides and bottoms (when safety accessible) of the retention ponds; trimming the edges and fence lines.
  2. Provide support for the Public Works projects including: traffic control, material transport, manual labor support, and Vac Truck and Street Sweeper operations support.
  3. Responsible for inspection and utilizing all safety equipment and apparel, which is provided, in accordance with standard operating procedures within the division.
  4. Responsible for keeping building and reporting areas clean.
  5. Performs related duties as required and other such work as may be assigned.
  6. Applies herbicides as required for storm water maintenance.
  7. Available for call back for emergencies.
  8. Work requires constant standing and walking, very frequent bending, stooping, kneeling, crawling, pushing, pulling, and climbing.
  9. Sweeping and cleaning work area.
  10. Sweeping and cleaning storm drains and structures throughout the City area.
  11. Assists in tree planting and removal and related tasks.
  12. Assists in concrete removal and installation and related tasks.
  13. Assists in sign removal, installation, and maintenance and related tasks.
  14. Assist in right-of-way maintenance, mowing, cleanup, and related tasks.
  15. Work will include carpentry, concrete finishing, digging, assembling forms, assembling and installing signs, moving barricades, mowing, operating handheld power equipment, operating a tractor, backhoe, and other related construction equipment, pulling trailers, operating dump truck, using a chainsaw, wood chipper, and other related tree removal equipment, and other forms of manual labor.
  16. Driving of City Vehicles (A valid Florida Driver’s License is required) 
  17. Perform other tasks as assigned by supervisor.

 

Knowledge, Skills, and Abilities:


  • Knowledge of and skill in the use of common hand tools and power tools.
  • Ability to understand and carry out oral instructions and to perform a variety of semi-skilled manual tasks.
  • Ability to lift 80 lbs. or more.
  • Ability to work in confined spaces such as manhole and storm pipes.
  • Ability to work in unfavorable conditions such as rain, standing water, streams and other conditions.

 

Required Qualifications:

  • High school graduate or GED equivalency and one (1) year experience as a general laborer.
  • A comparable amount of education and/or experience can be substituted for the minimum qualifications.
  • Must obtain FDEP Inspectors License within 1 year.
  • Must obtain Stormwater Operator Level 1 within 1 year.
  • Must possess a valid Florida driver’s license.
  • Complete the required National Incident Management System (NIMS) within six (6) months of completion of probationary period.

 

Physical Demands:


  • Ability to communicate effectively in English both orally and in writing.
  • Acceptable eyesight (with or without corrections) Visual acuity is required as a machine operator and/or mobile equipment operator.
  • Acceptable hearing (with or with hearing aid).
  • Physical ability for sitting, climbing, working form heights, standing, walking, pulling, heavy lifting, using fingers, grasping and strenuous physical work.
  • Ability to physically lift 80 lbs.
  • Must be able to operate bull dozers, backhoes, graders, bucket trucks, dump trucks, street-sweepers, front-end loaders, street rollers, tractors, and hand and small power tools.

 

Environmental Conditions:

  • Works primarily in the outdoors and is subject to sun, heat, rain, cold, and inclement weather.
