Job Description

City College of San Francisco is looking to recruit two (2) permanent exempt (PEX), full-time, full year positions. Exempt employees are considered “at will” and serves at the discretion of the appointing officer.

Under general direction of the Associate Vice Chancellor of Construction and Planning working within the Office of Facilities and Capital Planning, will plan, organize, and supervise activities for highly complex design and construction of projects within the SFCCD. This position will act as liaison between the District, administrators, staff, architects and contractors to assure the authorized projects are accomplished in accordance with approved policies and procedures; ensures that projects stay within budget, conform to established schedules and project modifications are carried out without delay.

Essential functions of the C504 Project Manager II include but are not limited to:

• Plans, organizes, directs, and controls all parts of projects from concept through final design and construction to the closeout of project contracts. Prepares and monitors project budgets, including support for obtaining funding.
• Overseeing various planning, design and engineering activities, including construction contracts and oversight for construction management.
• Coordinates work of a multi-disciplinary development team across organizational boundaries, including design architects and construction professionals.
• Working extensively with the public, private contractors, special interest groups, governmental funding and regulatory agencies, the Division of the State Architect and other public agencies or departments.
• Coordinates hazmat abatement construction activities with District HazMat Consultant.
• Controls project cost and schedule, Reviews change orders and payment applications.
• Coordinates EIR processes and/or obtaining plan approvals if required.
• Makes presentations to the school sites to inform them of the project progress. Ensures that contractors are maintaining safe work sites and that the needs of the students, faculty and staff are being protected.
• Ensures timely DSA closeout of projects by working with the architects, contractors, construction managers, inspectors, regulating authorities, and District Director of Buildings and Grounds to resolve punch list items and other final activities.
• Serving as primary contact for all parties involved in the project.
• Performing other duties as required.

Qualifications

Minimum Qualifications: Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted.

 

  1. Bachelor’s Degree in architecture, engineering or planning, plus six (6) years of responsible architectural, engineering or construction management experience; OR
  2. Bachelor’s Degree in another field, plus eight (8) years of responsible experience in a field directly related to the project; OR
  3. Ten (10) years of architectural, engineering or construction management experience in a field directly related to the project; OR
  4. Valid California Registration as professional engineer or architect, plus two (2) years of project coordination experience.


NOTE: Work experience with the District as a College Work Study student or Lab Aide (3591) Classification will not be considered or applied as qualifying experience.

Desirable Qualifications

The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Four (4) years experience in the design, construction and design/construction management of public school construction in California, including school modernization and new construction projects with a desired minimum of four (4) years performing those duties while under the direct employment of a California Community College District.
  • Professional training in project or construction management.

Knowledge of:
Technical aspects of architectural, civil, mechanical, electrical, structural, and geotechnical engineering design and specifications; financing, estimating and budgeting, including planning and estimating, calculating overhead, design and construction costs; working knowledge of various funding sources and restrictions; legal requirements for California Educational DSA projects; regulations and regulatory agencies and commissions affecting planning, zoning, design and construction; requirements of final bid packages; construction management techniques and practices.

Ability to:
Schedule and budget complex capital projects; develop and enforce work statements; monitor, review and revise job orders, schedules and budgets; monitor and track project progress and expenditures and implement cost controls; use computer-based project management systems; work effectively in a team environment; understand and communicate to others the larger context in which the project is being completed; negotiate and resolve contract disputes; maintain client contractor relationships; make effective presentations to clients and the community; and communicate effectively with the public, community groups, other public agencies, the Board of Trustees and private contractors.

Benefits:

1.  Additional Days Off with Pay. As stipulated in the appropriate bargaining agreements and board resolutions, Classified employees working full-year (260 days/year) work schedules are granted, as paid days off, the days between Christmas Day and New Year’s Day, as well as an additional five (5) paid days off during spring break. Eligible school-term-only (STO) employees who are not scheduled to work the designated days between Christmas and New Year’s Day shall be granted three (3) paid days off to be scheduled by mutual agreement between the employee and supervisor. Eligible school- term-only (STO) employees who are not scheduled to work the days designated as Spring Break will not be paid for these days off.

2.  New employees hired on or after October 1, 2013 will contribute 2% of salary to the San Francisco Retiree Health Care Trust Fund (RHCTF).
