Lead environmental programs that protect public health and preserve our island resources!

The Department of Environmental Services (ENV) is hiring an Assistant Program Administrator (Assistant Chief of Environmental Quality). This leadership role supports the management, direction, and daily operations of the division, with a focus on administering regulatory programs in compliance with applicable environmental laws, regulations, and procedures.

The position oversees and coordinates a wide range of environmental programs, including National Pollutant Discharge Elimination System (NPDES), Underground Injection Control (UIC), water quality, biological monitoring, ocean current measurement, source control (pretreatment), air permitting, underground storage tanks, and other related initiatives. The Assistant Program Administrator plays a key role in ensuring regulatory compliance, program effectiveness, and the protection of environmental and public health.

What You Will Do:
  • Oversee and direct the preparation, development, and revision of legislation and regulations, including the Revised Ordinances of Honolulu.
  • Review, approve, and sign official correspondence and procurement documents.
  • Administer the Division’s safety program and serve as the backup representative on the Department’s safety committee.
  • Assist in developing the Division’s goals, objectives, policies, and priorities.
  • Evaluate and recommend improvements to organizational structure, staffing, operations, and personnel policies.
Special Working Conditions:
  • May require climbing ladders and walking on uneven or obstructed surfaces (e.g., platforms, temporary ground cover).
  • May be required to work outside of regular work hours.
  • May be designated as a Disaster Response Worker during declared civil defense emergencies.

Minimum Qualification Requirements

At time of application, you must be a citizen, national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.

EDUCATION REQUIREMENT:
Equivalent to graduation from an accredited four year college or university with a bachelor's degree in engineering, public or business administration, heath and science, or a related field.


Substitution: Work experience may be substituted for a bachelor's degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree.

For example:
1. Four (4) years of professional work experience, in any occupation, may substitute for a general bachelor's degree.
2. Four (4) years of general work experience (does not need to be professional level experience) in permitting, enforcement, or a related field may be substituted for a general bachelor's degree.

Education obtained outside of the United States must be comparable to a degree earned at an accredited college/university in the United States. In order to receive credit for the education, a foreign credential evaluation (FCE) must be provided. We also reserve the right to request further information about your academic program, evidence of comparability, or an original transcript.

EXPERIENCE REQUIREMENT
:
Three (3) years of administrative experience, including or supplemented by two years of work experience overseeing/supervising a regulatory compliance, permitting, and/or enforcement program through subordinate management or supervisory personnel.

Must be able to:
  • Demonstrate experience in compliance and enforcement within a regulatory environment.
  • Demonstrate experience in developing, implementing, and administering programs.
  • Evaluate programs, organizational structures, functions, and procedures for effectiveness and compliance.
  • Understand legal guidelines and processes related to compliance and enforcement.
  • Identify problem areas or violations and conduct an internal and external audit.
  • Demonstrate knowledge of environmental regulations and applicable laws, ordinances, rules, and policies.


QUALITY OF EXPERIENCE:
Having the required number of years of experience will not in itself be accepted as qualifying for the position. Your overall experience must have been of such scope, level and responsibility as to conclusively demonstrate the ability to perform the duties of the position.
