The Communications and Engagement Department is hiring a Senior Communications and Engagement Specialist focused on Partner Success. This role will focus on leading communications campaigns, social media management and content development. This position will manage large annual communication and engagement campaigns for programs, events and services. They will oversee all CCOB social media channels and manage the weekly e-newsletter to the community. As part of the Communications and Engagement team, this position will collaborate with internal partners to develop and execute a broad range of communication and engagement strategies that educate, inform and build relationships with employees and the Broomfield community.



A typical day as the Senior Communications and Engagement Specialist would include:

  • 40% Communications Campaign Lead
  • 30% Social Media Management
  • 20% E Newsletter Management
  • 10% Administrative



The ideal candidate for this role would be (or will possess)

  • Strong communication campaign and project management skills. Able to coordinate timelines, tasks and partners to deliver effective communication outcomes.
  • Ability to manage social media, e-newsletters and project work simultaneously while keeping details sharp and deadlines on track.
  • Good judgment in crafting and reviewing social media content to ensure accuracy, professionalism, and alignment with Broomfield’s voice.
  • Familiarity with posting and scheduling tools such as Hootsuite to manage content across platforms.
  • Strong attention to detail, ensuring accuracy and quality in all communications.
  • Adaptability under pressure and a collaborative mindset to turn partners’ ideas into effective communications for employees and the community.


Salary Range: $71,822 - $97,156

The typical schedule is Monday through Friday from 8 a.m. to 5 p.m. After-hours (weekends and evenings) for public hearings, volunteer and team-lead events are possible.


Hybrid work option, consistent with the Communication and Engagement department's hybrid work policy available after the initial training period.


This position works on a high-performing team of eight. This is classified as a senior level because it has a higher level of responsibility with public-facing duties, but does not have any direct reports.


Essential Required Tasks/Examples of Duties: (The following statements are illustrative of the essential functions of the job.   • Plan, coordinate and execute communication and engagement campaigns for programs and services that the City and County of Broomfield offers, ensuring alignment with the CCOB organizational voice, tone and branding guidelines.
  • Collaborates with internal partners to understand project goals and desired outcomes, then develops and implements marketing and communications campaigns that achieve those objectives and enhance engagement for both employees and the Broomfield community.
  • Coordinates and leads meetings with department partners and subject matter experts to ensure strategies are tailored and effective while managing expectations throughout the project lifecycle.
  • Oversee all CCOB social media accounts and assist in creating content for various mobile engagement tools, ensuring consistent messaging across platforms.
  • Ability to anticipate potential reputational issues and exercise high judgment, particularly in narrow time frames.
  • Create and implement training programs and materials for internal and external use, including online interactive content, training videos, documents, job aids and in-person classes.
  • Manages digital advertising efforts by recommending effective platforms and placements for promoting programs, developing ad strategies and overseeing the execution and performance of campaigns.
  • Monitors and maintains analytics trends of current posts and explores and implements new ways of generating promotional and engagement opportunities.
  • Supports the Brand Manager by determining the graphics package needs for their projects and may initiate the graphic design for the Brand Manager to review, edit and approve.

Minimum Qualifications:

Education

  • Bachelor's Degree from an accredited college or university - required in marketing, communications, advertising, public relations, graphic design or related field

Required Experience

  • 5 years experience required in website design and management, marketing, public relations, communications, graphic design, and demonstrated understanding of marketing campaign creation and implementation


Highly Preferred Experience

  • Experience with extensive communications and marketing campaign leadership with partners, both internal and external preferred.
  • Certifications in Google Analytics and experience in other data tracking and metrics gathering preferred.
  • Experience with Google Ads and Meta Business Suite preferred.
  • Experience with creation of graphics and visuals with proficiency in Adobe Creative Suite, Canva, QR Tiger -preferred.
  • Experience with CivicPlus Content Management System (Broomfield.org), EngagementHQ engagement platform (Broomfield Voice), Happeo (BEACH Intranet site) -preferred.


Years of related experience may be substituted for required education, however education cannot be substituted for the necessary work experience. Candidates must meet the minimum required years of work experience.


Necessary Special Requirements (in addition to above requirements):

New hires must, as a condition of employment, pass the following pre-offer and post-offer/hire processes: in-person or virtual interviews, reference checks, and background checks, which may include local police check and sex-offender registry.

  • Proficiency in social media platforms and advertising, Constant Contact Digital and Email Marketing, Microsoft Suite, Google Suite, Hootsuite, Google Analytics and Google Advertising.


About the Communications and Engagement Department

Communications and Engagement utilizes collaboration and partnerships to achieve accountable and open communications, while applying curiosity and innovation to a mindful approach to engagement.


The C&E team serves a few different roles within the organization.

  • We plan, formulate and execute communications campaigns for community and organizational priorities. This means we create and execute proactive and strategic communications for the topics that matter most to the community.
  • We work with our internal partners to plan, formulate and execute communications campaigns about topics employees need to know about. This ranges from internal topics such as HR programs like benefits, employee engagement and policies to new programs and platforms being instituted by the IT department and more.
  • We consult with other departments to provide input on communications and engagement strategies or tactics to be executed by the department or a third party like a contractor.
  • We also provide expertise in the areas of the website, social media and other digital marketing tools such as Google.
  • We are the product owners for the communications and engagement tools used within the City and County including Broomfield.org (CivicPlus), BroomfieldVoice (EngageHQ), BintheLoop (Constant Contact), Social Media, digital signage in facilities (REACH), VolunteerHub, and Channel 8.
  • We apply user experience analysis and best practices to improve the quality and reach of these platforms to ultimately improve all communications from the City and County of Broomfield to Broomfield residents.
