The City and County of Broomfield Assessor's Office is seeking to hire one full-time, non-exempt Lead Commercial Appraiser.  This position is typically scheduled Monday - Friday from 8:00 am - 5:00 pm. After initial training (approx 6 months) a flexible/hybrid schedule may be possible.


Please note, we anticipating selecting candidates and holding interviews the first week of January 2026.

THE POSITION:

The Lead Appraiser performs professional and administrative work as part of a team in the evaluation of various property classes in the City and County of Broomfield. Work involves a variety of highly technical procedures to value various types of property as established by the State of Colorado to establish property taxes. When compared to other Front Range Counties and Municipalities, a smaller parcel count allows this position to own the process from start to finish, fostering a deep understanding and ownership of each case.  Additionally, less time spent in hearings allows for more essential appraisal work, leading to increased development of expert skills and the ability to hone one’s craft.


THE IDEAL CANDIDATE:

Our ideal candidate is a highly motivated individual able to provide direction to the Commercial Appraisal team and work closely and collaboratively with the Commercial Appraiser III. Someone with extensive appraisal experience, including 2-3 years of direct experience in commercial valuation and 2 years of ad valorem experience, will be able to hit the ground running. This position serves as an expert witness for a variety of valuation hearings and, as such, must have experience with this in the past.

Salary Range: $42.70- $57.76/hour

  • Appraise properties using mass appraisal modeling within an assigned area, following Division of Property Taxation guidelines and Colorado State Statutes, using property inspections, photographs, and measurements.

  • Perform construction plan review for new construction, sketching properties using Apex sketching software.

  • Discover and record property inventory in the county’s database (CAMA), reviewing maps, legal descriptions, and building permits to verify site locations and addresses.

  • Responsible for property appeals at all levels of the appeal process including preparation of reports to support expert witness testimony and defense and presentation of cases before the County Board of Equalization, State Board of Assessment Appeals, and District Court.

  • Provide expert witness testimony at hearings and court proceedings. 

  • Prepare USPAP-compliant appraisals for a variety of property types. 

  • Analyze evaluation completed by other appraisers and determine settlements in complex and high-value accounts. Exercises advanced appraisal skills such as knowledge of fee appraisal techniques; and computerized mass appraisal techniques, including sales ratio and multiple regression analysis.

  • Effectively managing their workload to achieve departmental goals while performing work in compliance with governing policies and procedures.

  • Assists in recommending and implementing modifications to systems, policies, and procedures. May conduct studies, analyses, and research on a wide variety of topics. Assists in researching and analyzing legal requirements impacting departmental programs and services.

  • Identifies and recommends changes or improvements in departmental operations to ensure assigned functions are efficient and cost-effective.

  • Manages the day-to-day operations of an appraisal team, in addition to recruiting, training, and data project management. Develops, implements and adheres to policies and procedures in compliance with industry standards and regulations. Manages the appraisal process by ensuring accuracy and timeliness of all appraisals.  Leads or directs the work of other employees. Main point of contact for value concerns when the department head is out of office.

  • Meet with the state auditor to review ratio studies and sales reports to ensure audit compliance. Provide supporting documentation.

Education

  • High School Diploma/GED - required

  • Bachelor’s degree in business, mathematics, finance, economics, or a math-related field - preferred

  • Certified Residential Appraiser or Certified General Appraiser license - required (if certified in another state, reciprocity must be approved prior to the date of hire)

Experience

  • 6 years of appraisal experience including 2 years of specific commercial appraisal experience - required

  • Experience in expert testimony for BAA or arbitration hearings - required

  • 2 years of ad valorem experience - highly preferred

Years of related experience may be substituted for required education, however education cannot be substituted for the necessary work experience. Candidates must meet the minimum required years of work experience. 

  • Work is generally scheduled M-F

  • Some work may be required outside of regular business hours, including evenings and weekends

  • Physical demands are described as medium (exerting up to 50 lbs. of force occasionally, and/or up to 20 lbs. of force frequently, and up to 10 lbs. of force constantly to move objects).

  • Work requires both in an office setting (may require the use of a computer for several hours) as well as field work which may present specific hazards including working in severe weather, around dilapidated property, construction sites, animals, heavy equipment, and driving a motor vehicle in all types of conditions.

Salary : $88,816 - $120,141
