General Description

The Purchasing Assistant coordinates activities related with purchasing and procurement including construction contracting, bids for equipment, materials, products or services and proposals for professional services. The schedule for this full-time position is Monday through Friday, eight hours per day.

Essential Functions

  • Prepares bids, agreements/amendments, process specifications, agenda packages, and other exhibits that may be required.
  • Reviews bids from other firms for conformity to contract requirements including, but not limited to, monitoring certificates of insurance.
  • Consults and advises internal customers concerning procurement policies and procedures.
  • Assists with maintaining various contract and contractor status databases.
  • Assists with maintaining procurement records.
  • Effectively communicates (written and orally) with internal customers, vendors, and contractors.
  • Assists Purchasing Manager with reviewing correspondence concerning contractors and respond as necessary.
  • Monitors and ensures compliance with purchasing policies, procedures, and regulations.
  • Makes recommendations for modifications to the Purchasing Administrative Regulations (AR) to the Purchasing Manager.
  • Provides clerical support within the department and assists other departments as needed.
  • Serves as back up cashier for the front counter of Lecanto Government Building.
  • Oversees the training of internal employees on the purchasing procedures of various departments.
  • Performs other duties as required.

Minimum Requirements

Education, Training, and Experience

  • High School or GED equivalent.
  • Three (3) years administrative or office support experience.
  • Two (2) years’ experience in procurement, purchasing, and/or contract administration.

Skills And Abilities

  • Strong written and verbal communication skills for interacting with internal staff, vendors, and contractors.
  • Attention to detail with the ability to review documentation accurately.
  • Organizational and record-keeping skills to manage files, databases, and administrative processes efficiently.
  • Requires ability to maintain courteous and effective relations with County staff, elected officials, community interest groups and the public.
  • Must have strong working knowledge of computers and be proficient in the use of Microsoft Office Suite of Products (i.e., Outlook, Word, Excel, etc.).

Certificates and Licenses

  • Valid Florida Driver License (or must obtain within 30 days of establishing residency in Florida), or valid Florida Identification Card is acceptable only for positions not required to drive a county vehicle.
  • Must have or be able to obtain within 90 days certification in FEMA National Incident Management System (NIMS) courses:
    • IS-100.c: Introduction to the Incident Command System (ICS); and
    • IS-700.b: An Introduction to the National Incident Management System
Physical Requirements/Work Environment

  • Requires sitting most of the day.
  • The job involves frequent lifting and carrying up to 10 pounds, and occasionally up to 20 pounds.
  • The job requires frequent bending, balancing, twisting, and reaching above shoulders.
  • The job requires the completion of tasks that involves simple grasping, pushing, pulling, fine manual manipulation, and typing.
  • The job requires normal visual acuity and field of vision, depth perception and color vision, hearing, and speaking.

Emergency Response/Recovery Activities

  • All employees will be required to work before, during, or after an emergency. During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location, and work schedule to fit the needs of the County and its citizens. Emergency response duties may also include driving and/or operating a county vehicle or equipment and employees must obey all safety policies, and roadway rules and laws.

Medical Insurance - (Carrier: Florida Blue): Employee Premium is $50.00 monthly. Dependent coverage is available with bi-weekly premiums (please review detailed premiums using the link below).

  • Wellness Incentive: New Hires will have the option of submitting to a nicotine test during the pre-employment physical. Those that are nicotine free will receive a $50 wellness incentive monthly applied towards their health premium costs. New hires that are not nicotine free are eligible to receive the wellness incentive once a tobacco cessation course has been completed and the Employee Health & Wellness Center is provided with a copy of their completion certificate.

Employee Health & Wellness Center: Employee Premium is $0.00 when covered under Medical Insurance. Dependent coverage is $0.00 when covered under Medical Insurance.

Vision Insurance: Employee and Dependent coverage is available with low monthly premiums.
