General Description
The Engineer in Training I performs advanced technical work conducting & supervising the preparation of project work plans, cost estimates, contract administration, creation of technical reports, specifications & engineering calculations, holds project meetings ensuring work procedures are followed, and coordinates the participation of consultants, engineers, designers, and contractors as it relates to the Stormwater Section. Assists/manages and implements the Community Rating System (CRS) Stormwater Standards, the National Pollutant Discharge Elimination System (NPDES) program, and the Stormwater Management Program and System within the Citrus County service area. This can include, but not limited to, designing and implementing retrofits, improving existing drainage functionality to meet current and growing demands, and ensures compliance with all local, state, and federal agencies.
The schedule for this full-time position is Monday through Friday, 8:00 AM to 5:00 PM.

Essential Functions
- Drives and/or operates a county vehicle or equipment and must obey all safety policies, and roadway rules and laws.
- Assists in the development, management and implementation of the Stormwater Capital Improvement Program budget and projects.
- Conducts project meetings to ensure work procedures are followed, and coordinates the participation of consultants, engineers, designers, and contractors.
- Supervises and manages the preparation of project work plans, cost estimates, contract administration, and creation of technical reports, specifications & engineering stormwater calculations.
- Conducts and/or coordinates elements in the stormwater portion of the CRS Program and the National Pollutant Discharge Elimination System (NPDES) permit.
- Assists in managing stormwater management system within the Citrus County service area including, but not limited to, designing and implementing retrofits, improving existing drainage functionality to meet current and growing demands, etc.
- Conducts and completes field work that includes but is not limited to commercial and/or residential site inspections, stormwater infrastructure inspections and data collection, and stormwater management inspection of county facilities.
- Responds, analyzes, and designs accordingly to reported drainage concerns.
- Oversees the participation of consultants, engineers, designers, and contractors.
- Coordinates project meetings ensuring work procedures are followed.
- Attends Technical Services Division meetings with the public and engineering consultants.
- Attends and make presentations to the Planning and Development Commission Board (PDC), Board of County Commissioners (BOCC) and other review boards as necessary.
- Creates, drafts, and publishes policies and procedures for the Technical Services Division, Stormwater, and Staff Management.
- Performs associated design work and preparation.
- Conducts and coordinates studies and prepares reports.
- Assists with other miscellaneous engineering projects.
- Attends staff conferences, professional meetings, and other events.
- Performs other duties as required.
Education, Training, and Experience
- Bachelor’s degree in civil engineering
- Two (2) years of progressive experience in Civil Engineering (Stormwater) and NPDES.
- Experience in stormwater, roadway, utility, site, and pavement design.
- Working knowledge of drainage, hydrology, and hydraulics – ESRI/PONDS/AdICPR, preferred.
- Working knowledge of AutoCad, preferred
- Ability to effectively communicate (verbally and in writing) in a clear, confident manner using proper grammar.
- Requires ability to maintain courteous and effective relations with County staff, elected officials, community interest groups and the public.
- Must have strong working knowledge of computers and be proficient in the use of Microsoft Office Suite products (i.e., Outlook, Word, Excel, etc.)
- Valid Florida Driver License or must obtain within 30 days of establishing residency in Florida.
- Engineering Intern (EI) Certification, preferred.
- Must have or be able to obtain within 90 days certification in FEMA National Incident Management System (NIMS) courses:
- IS-100.c: Introduction to the Incident Command System (ICS)
- IS-700.b: An Introduction to the National Incident Management System
- Requires a combination of sitting, standing, and walking.
- The job involves occasional lifting and carrying up to 10 pounds.
- The job requires frequent balancing, and occasional bending, squatting, kneeling, twisting, and reaching above shoulders.
