Leads the research, analysis, design, and continuous improvement of business and technology processes across the organization. Serves as a strategic technology partner to departments and executive leadership, ensuring alignment of technology initiatives with organizational goals, fiscal responsibility, and long-term enterprise strategy.
Utilizes a hybrid project management methodology, applying Agile frameworks (e.g., Scrum, Kanban) where appropriate, while also implementing traditional and customized project management approaches based on project complexity, regulatory requirements, risk profile, and operational needs. Oversees initiatives spanning application development, infrastructure, networking, enterprise systems, and cross-departmental process improvement efforts.
Works closely with the Chief Information Officer (CIO) in the development and execution of strategic technology initiatives, enterprise governance, and long-range planning. Actively participates in annual and ongoing IT budget development, monitoring, forecasting, and execution, including capital improvement planning (CIP).
Provides leadership in technology portfolio optimization, including identifying opportunities to consolidate applications, systems, and vendor contracts to reduce redundancy, improve service delivery, and achieve measurable cost savings and operational efficiency.
Facilitates and coordinates enterprise governance groups, including the Information Steering Committee and LTPT group, ensuring prioritization of initiatives, alignment of resources, and transparency in decision-making.
Responsibilities
- Leads the identification, evaluation, and implementation of business and technology process improvements to enhance operational efficiency, service delivery, and organizational effectiveness.
- Applies a hybrid project management framework, incorporating Agile methodologies where appropriate and traditional/project-based methodologies where required by scope, governance, compliance, or infrastructure constraints.
- Determines appropriate delivery methodology for each initiative and establishes governance structures, documentation standards, and reporting requirements.
- Facilitates Agile ceremonies when applicable (sprint planning, daily stand-ups, retrospectives, and reviews) and maintains product backlogs and iterative delivery schedules.
- Develops and manages full lifecycle project plans for non-Agile or hybrid initiatives, including scope, schedule, budget, risk, resources, and dependencies.
- Serves as primary or lead project manager for enterprise systems and cross-functional initiatives, ensuring successful delivery and alignment with organizational priorities.
- Works directly with the CIO and executive leadership to support strategic planning, enterprise architecture alignment, and technology roadmap development.
- Actively participates in IT budget development and management, including forecasting, monitoring expenditures, and supporting capital improvement planning (CIP).
- Performs technology portfolio analysis to identify opportunities for application, system, and vendor consolidation, reducing redundancy and optimizing licensing, support, and infrastructure costs.
- Evaluates technology solutions using total cost of ownership (TCO), return on investment (ROI), risk, and long-term sustainability criteria.
- Coordinates and facilitates the Information Steering Committee and LTPT group, including agenda preparation, initiative prioritization, documentation, and follow-up tracking.
- Develops business requirements, functional specifications, system documentation, and process workflows in collaboration with stakeholders and technical teams.
- Conducts data analysis, business process studies, and operational assessments to support decision-making and continuous improvement.
- Prepares test plans, test cases, and participates in system testing, validation, and user acceptance testing (UAT).
- Translates business requirements into technical requirements and ensures alignment between stakeholders and IT development teams.
- Ensures data integrity, change control compliance, and system stability throughout implementation and maintenance activities.
- Utilizes enterprise project and portfolio management tools (e.g., Kanban boards, SharePoint, and other tracking systems) to monitor progress, risks, and deliverables.
- Develops custom configurations, reports, and system enhancements within enterprise platforms to meet operational needs.
- Provides training, documentation, and knowledge transfer to end users and operational staff.
- Prepares and presents executive-level reports, dashboards, and summaries, including project status, financial impacts, cost-saving initiatives, and performance metrics; identifies, defines, and maintains Key Performance Indicators (KPIs) and supporting data to produce a recurring Executive Monthly Report that measures operational performance, service delivery effectiveness, and technology value realization.
- Identifies, defines, and collects Key Performance Indicators (KPIs) and associated operational data across technology and business systems; develops and maintains KPI reporting structures to support an Executive Monthly Report, providing measurable insight into performance, service delivery, project outcomes, and cost efficiency.
- Assists in long-term technology planning, capacity planning, and infrastructure strategy development.
- Leads and participates in staff meetings, professional development activities, conferences, and industry workshops.
- Drives and/or operates a county vehicle or equipment and must obey all safety policies, and roadway rules and laws.
- Performs other duties as assigned.
Qualifications
Education, Training, and Experience
- Bachelor’s degree in Information Technology, Computer Science, Business Administration, Management Information Systems, or a closely related field; or six (6) years of equivalent progressively responsible experience in information technology, business analysis, or project management.
- Minimum of four (4) years of relevant professional experience in business analysis, project management, systems analysis, or IT operations.
- Experience working in hybrid environments combining Agile and traditional project management methodologies preferred.
- Experience in technology portfolio management, vendor evaluation, or cost optimization strategies preferred.
- Familiarity with the National Institute of Standards and Technology (NIST) cybersecurity and risk management frameworks is required; in-depth knowledge and practical application of NIST standards is strongly preferred.
- Fund accounting or financial systems experience required.
- Government or public sector experience preferred.
Skills and Abilities
- Demonstrated competency in project management principles and methodologies, including Agile, hybrid, and traditional frameworks.
- Demonstrated experience with SQL and relational database querying strongly preferred.
- Strong analytical and financial evaluation skills, including cost-benefit analysis and total cost of ownership (TCO) assessment.
- Advanced proficiency with Microsoft Office Suite (Outlook, Word, Excel, PowerPoint) and enterprise project management systems.
- Ability to build and maintain effective working relationships with staff, executives, elected officials, vendors, and the public.
Certificates and Licenses
- Valid Florida Driver License or ability to obtain within 30 days of establishing Florida residence.
- Project management certification preferred (PMP, CAPM, or equivalent); Agile certifications such as CSM or PMI-ACP strongly preferred.
- Technical certification alignment preferred, such as ITIL Foundation, Microsoft certifications, cloud computing certifications (Azure/AWS), or database-related certifications.
- Must obtain within 90 days of employment FEMA National Incident Management System (NIMS) certifications: IS-100.c: Introduction to the Incident Command System (ICS) and IS-700.b: An Introduction to the National Incident Management System
