General Description
Under general direction of the Parks and Recreation Director, the Recreation Operations Supervisor performs supervisory and administrative duties. These duties include development, planning, implementation and evaluation of recreation programs operations. This involves the promoting and supervising of comprehensive year-round programs for leagues, tournaments, camps and community events.
This position manages recreation initiatives, oversees operations at athletic and rental facilities, and ensures quality service delivery in alignment with County policies, safety standards, and best practices.
Position requires strategic planning, budgeting, community partnership development, operational oversight, and effective supervision of staff and volunteers. Demonstrated capacity to exercise substantial independent judgment, initiative, and team leadership to deliver inclusive and innovative recreational opportunities that enhance the quality of life for Citrus County residents and visitors.
Essential Functions
Program and Event Management
- Oversees recreation planning; organizes and supervises leagues, tournaments, programs and community events for all age groups on a year-round basis.
- Serves as the primary liaison for youth sports organizations and leagues, coordinating contracts, permits, and facility use with community partners, user groups, and individuals utilizing county facilities.
- Develops marketing and sponsorship strategies to increase participation and promote Citrus County Parks and Recreation programs and events.
- Oversees event logistics, permitting, scheduling, registration, and coordination of facilities, staff, and volunteers.
- Ensures programs adhere to County policies, public safety standards, and best practices and standards.
- Conducts regular evaluations of programs, services, and staff performance; prepares monthly, quarterly, and annual reports for the Parks and Recreation Director.
Operational and Financial Management
- Assists in developing, preparing, and administering the annual program and event budgets.
- Monitors expenditure, revenues, and purchasing activities to ensure compliance with County policies and fiscal responsibility.
- Coordinates the use of athletic fields, parks, boat ramps, and rental facilities with County departments, schools, civic groups, and other community organizations.
- Prepares operational manuals, procedures, and reports to ensure program consistency and compliance.
- Oversee contract administration and recreation services pricing plans to ensure effective financial control.
- Supports County-wide efforts to maintain best practices and standards for services through research and training.
Staff and Leadership
- Supervises, assigns, and evaluates the work of full-time, part-time, and seasonal staff.
- Recruits, trains, and oversees staff and volunteers for athletic events, and recreation programs. Ensures proper monitoring and supervision of officials, and contractors when on County property.
- Provides leadership, coaching, and mentorship that promote a positive, team-oriented work culture.
- Administers disciplinary actions and performance evaluations consistent with County policy.
- Coordinates volunteer recruitment and ensures compliance with County volunteer management guidelines.
Community Relations and Public Engagement
- Maintains positive relationships with community organizations, user groups, sponsors, schools, the public and stakeholders.
- Responds to public inquiries, concerns, and complaints in a courteous, professional, and solution-focused manner.
- Represents the Parks and Recreation Division at community events, meetings, and professional conferences.
- Promotes programs and events through public relations initiatives, media outreach, and digital communications.
Other Related Duties
- Drives and/or operates a county vehicle or equipment and must obey all safety policies, and roadway rules and laws.
- Opens, closes, and secures assigned facilities as needed.
- Works evenings, weekends, and holidays as required.
- Performs related duties or special projects as assigned.
Minimum Requirements
Education, Training, and Experience
- Bachelor’s degree in Recreation, Leisure Services, Sports Management, Marketing, Public Administration, or a closely related field.
- Bachelor’s degree in Sports Marketing preferred.
- Minimum of two (2) years of progressively responsible experience in event management, youth and adult sports coordination, or recreation program administration.
- Supervisory experience preferred.
Skills and Abilities
- Knowledge of recreation and event programming principles, facility management, and public administration practices.
- Excellent communication, public relations, and customer service skills.
- Demonstrated ability to manage multiple priorities, lead staff, and deliver programs efficiently and safely.
- Must have strong working knowledge of computers and be proficient in the use of Microsoft Office Suite of Products (i.e., Outlook, Word, Excel, etc.).
Certificates, Licenses, and Prerequisites
- Valid Florida Driver License or must obtain within 30 days of establishing residency in Florida.
- Successful completion of Level II Background screening is required.

Physical Requirements/Work Environment
- Requires a combination of sitting, standing, and walking, with the ability to stand or walk for extended periods
- The job involves frequent lifting and carrying up to 10 pounds, occasionally carrying up to 20 pounds, and occasionally lifting to 50 pounds.
- The job requires occasional bending, squatting, crawling, climbing, kneeling, balancing, jumping, throwing, twisting, and reaching above shoulders.
- The job requires the completion of tasks that involve frequent simple grasping, typing, operating foot/controls levers, driving automotive equipment, and occasional pushing, pulling, fine manual manipulation, and working in darkness.

Emergency Response/Recovery Activities
