  • Supervises, plans, and coordinates work of assigned staff.   Reviews and evaluates employee performance and completes performance evaluations.  Counsels staff and initiates commendations or disciplinary action when appropriate.
  • Drives and/or operates a county vehicle or equipment and must obey all safety policies, and roadway rules and laws.
  • Manages and supervises several employees, including maintenance staff, an accounting clerk, an administrative coordinator, and field operations staff, to address building maintenance repairs and custodial care as needed for all facilities owned and operated by the County.
  • Plans and directs needed remodeling to ensure compliance with building codes.
  • Inspects and trouble shoots facilities for repairs including, but not limited to, building, electrical, mechanical, air conditioning, plumbing systems, fire suppression, fire alarm, security system and elevators and locksmith duties.
  • Manages the County badge access system.
  • Directs the workforce to ensure projects are completed under budget and within time frame established for completion. Inspects electrical installations for code compliance.
  • Supervises construction projects and acts as Project Manager representing the County's behalf on new construction in dealing with Architects, Engineers, and Contractors.
  • Develops and directs preventive maintenance activities. Develops and implements methods to reduce departmental costs such as design and calculation of power factor correction equipment and pre-treatment of outdoor air.
  • Directs Energy Management Systems for County buildings and operates computer programs. Maintains explicit records required by Environmental Protection Agency (EPA) under the clean air act for HVAC servicing, Occupational Safety and Health Administration (OSHA) for workplace safety, including Material Safety Data Sheets (MSDS) sheets and information.
  • Prepares, analyzes, and administers the facilities departments $6.1M budget.  Establishes budgets and time frames for the completion of remodeling and new construction projects.
  • Writes the Request for Quote (RFQ) and Bid Specifications required for all construction projects. Attends project initiation meetings, pre-bid conference and bid openings as they pertain to any construction.
  • Performs layout of HVAC system and electrical design governed by state and national codes.
  • Attends Board of County Commission meetings, community meetings and public hearings, and other meetings as assigned by the Public Works Director.
  • ADA Compliance Manager
  • Performs other duties as required.

Education, Training, and Experience

  • High School Diploma or GED equivalent.
  • Bachelor’s degree in a related field and two (2) years of Director experience in a Facilities Management Program, OR Associate’s degree in a related field and four (4) years of Director experience in a Facilities Management Program, OR equivalent combination of education and related experience.


Skills and Abilities

  • Ability to exercises sound judgment and discretion in decision making and all phases of responsibilities. 
  • Skill in leadership, decision making, coordinating resources and services, and negotiating and interpreting contracts.
  • Ability to communicate effectively, both orally and in writing, including public speaking and preparing written reports, memoranda, and graphic presentations.
  • Requires ability to maintain courteous and effective relations with County staff, elected officials, community interest groups and the public.
  • Must have strong working knowledge of computers and be proficient in the use of Microsoft Office Suite of Products (i.e., Outlook, Word, Excel, etc.), as well as Work Order Programs, Badge Access Systems & HVAC Control Systems.


Certificates, Licenses, and Registration

  • Valid Florida Driver License or must obtain within 30 days of establishing residency in Florida.
  • Certified General Contractors License preferred.
  • Must have or be able to obtain within 90 days certification in FEMA National Incident Management System (NIMS) courses:
    • IS-100.c: Introduction to the Incident Command System (ICS)
    • IS-200.b: ICS for Single Resources & Initial Action Incidents
    • IS-700.b: An Introduction to the National Incident Management System
    • IS-800.c: National Response Framework, an Introduction
  • Must have or be able to obtain within 6 months certification in FEMA National Incident Management System (NIMS) courses:
    • ICS-300: Intermediate ICS for Expanding Incidents
    • ICS-400: Advanced ICS and General Staff


Physical Requirements/Work Environment
  • Requires a combination of sitting, standing, and walking.
  • The job involves frequent lifting and carrying up to 10 pounds, and occasionally up to 20 pounds.
  • The job requires frequent bending and balancing, and on occasion squatting, crawling, climbing, kneeling, throwing, twisting, and reaching above shoulders.
  • The job requires the completion of tasks that involves typing, simple grasping, and occasional fine manual manipulation, driving automotive equipment, and working in darkness.
  • The job requires normal visual acuity and field of vision, depth perception and color vision, hearing, and speaking.
  • The job may risk exposure to adverse weather.

Emergency Response/Recovery Activities
  • All employees will be required to work before, during, or after an emergency. During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location, and work schedule to fit the needs of the County and its citizens. Emergency response duties may also include driving and/or operating a county vehicle or equipment, and employees must obey all safety policies, and roadway rules and laws.
