Summary of Job Responsibilities:

The Vice President of Compliance is responsible for developing, implementing, overseeing, and maintaining the bank-wide compliance program policies and procedures to ensure adherence to all applicable federal and state banking laws, regulations, and supervisory guidance. Accountable for complying with all Bank Secrecy Act and Anti Money Laundering regulations, bank policies and procedures.

Essential Duties:

  • Provides strategic leadership and subject-matter expertise to senior management and Board pertaining to Bank Secrecy Act, USA Patriot Act, anti-money laundering and countering the financing of terrorism, and OFAC compliance.
  • Serves as the Chair of the Compliance Committee and primary liaison between federal and state regulatory agencies for compliance related areas.
  • Manages the Bank-wide Compliance Program, making changes as necessary to comply with ever changing applicable laws and regulations to policies, programs, and procedures.
  • Responsible for compliance related reporting to executive management, the Board of Directors, Audit Committee, Compliance Committee, federal and state regulatory agencies, and law enforcement agencies.
  • Lead liaison for all compliance related audits. Ensuring all requested documents are gathered and provided in a timely manner. Also responsible for coordinating all meetings between bank staff and auditors.
  • Compiles all necessary information for the annual compliance risk assessment to be completed by auditors.
  • Completes the annual GLBA Information Security report for the Board on an annual basis.
  • Responsible for the updating of Privacy Disclosures and delivered to customers in a timely manner.
  • Coordinates the Identify Theft Program and reports the results to Audit Committee on an annual basis.
  • Monitors day-to-day operations of the BSA AML/CFT function, which includes the filing of currency transaction reports, suspicious activity reports, and the decisioning process of the alert monitoring system.
  • Works closely with staff on various compliance issues and projects as needed.
  • Responsible for the development and training needs of compliance staff or coordinating third-party training to ensure compliance staff maintain adequate knowledge of the areas that they are responsible.
  • Monitors and logs responses to customer complaints and submitting appropriate responses to the federal, state, or other agencies.
  • Liaison with deposit forms and Truth in Savings disclosure vendor. Manages contract, creates, reviews and approves Truth in Savings disclosures.
  • Monitors and maintains the bank's Vendor Management program, which includes working with multiple internal vendor owners. Maintain acceptable policies and procedures that ensure the bank follows third-party risk management best practices.

Skills and Abilities Required:

  • Knowledgeable of all applicable compliance laws and regulations with the ability to research and read laws and regulations.
  • Strong analytical and research skills to understand complex situations and suspicious activity
  • Strong verbal and written communication skills including the ability to speak, read, and write in English
  • Ability to communicate effectively with executive management, the Board of Directors, audit and regulatory agencies, and staff members
  • Ability to work with multiple computer software's to leverage appropriate information needed

Minimum Requirements:

  • Bachelor's degree in relevant field preferred and/or equivalent work experience
  • Five years' experience in banking environment and/or three years' experience of banking compliance. Compliance with progressively responsible positions strongly preferred
  • Previous experience as BSA/AML Officer
  • Willingness to complete job specific compliance training or courses are necessary including obtaining the Certified Regulatory Compliance Manager certification.
  • Successful completion of credit check, drug screen, and background check
