Summary/Objective:
The Network Senior Director of Information Technology and Purchasing provides senior-level leadership and strategic oversight for the organization’s technology and procurement functions across the Network. This role is responsible for establishing long-term vision, governance, and performance expectations for IT infrastructure, cybersecurity, enterprise systems, and purchasing operations.
The Senior Director ensures alignment of technology and procurement strategies with organizational priorities, financial stewardship, and operational excellence. This position provides leadership to IT and procurement teams through direct oversight of the Director of Information Technology and other functional leaders, and serves as a key advisor to executive leadership on technology investment, risk management, and innovation.
The Citizen Advocates Network includes Citizen Advocates and St. Joseph’s. The Senior Director will be responsible for any additional organization added to the Network.
Essential Functions (Job Duties):
Strategic Leadership
- Develop and implement a multi-year Network technology and procurement strategic roadmap aligned with organizational goals and operational priorities.
- Evaluate emerging technologies and guide the responsible adoption of innovation, including artificial intelligence (AI), to enhance operational efficiency and service delivery.
- Advise executive leadership on technology strategy, risk, and investment decisions across the Network.
- Ensure alignment of IT and procurement initiatives with Network growth, compliance, and financial sustainability.
- Lead long-term planning for enterprise systems, infrastructure modernization, and digital transformation initiatives.
Enterprise Governance & Oversight
- Establish governance frameworks for technology and procurement across the Network to ensure alignment, standardization, and accountability.
- Provide oversight and direction to IT and procurement leadership, including the Director of Information Technology.
- Ensure consistent policies, standards, and service delivery models across all Network entities and locations.
- Monitor performance of IT and procurement functions, including service levels, project outcomes, and financial performance.
- Serve as the escalation point for complex operational, technical, and vendor-related issues.
IT Operations & Infrastructure
- Oversee the design, implementation, and management of the organization’s IT infrastructure including networks, servers, cloud platforms, and enterprise applications.
- Provide senior oversight of the design, implementation, and management of enterprise IT infrastructure including networks, servers, cloud platforms, and applications.
- Ensure reliability, availability, and performance of all IT systems and services across the Network.
- Establish Network standards, policies, and best practices for system architecture, deployment, and operations.
Cybersecurity & Risk Management
- Lead the organization’s cybersecurity strategy, including prevention, detection, and response to security threats.
- Ensure protection of organizational data, systems, and technology assets.
- Oversee risk management, vulnerability assessments, and security awareness initiatives.
- Ensure compliance with applicable regulatory requirements including HIPAA and data protection standards.
Business Continuity & Disaster Recovery
- Oversee development and maintenance of business continuity and disaster recovery strategies.
- Ensure resilience of critical systems through testing and continuous improvement of recovery processes.
Project & Program Management
- Provide oversight of IT and procurement projects and initiatives across the Network.
- Ensure projects are aligned with strategic priorities and delivered on time, within scope, and within budget.
- Establish governance and performance monitoring for project delivery.
Vendor, Procurement, & Financial Management
- Provide oversight of enterprise technology and procurement spend, ensuring strong fiscal stewardship and alignment with organizational financial strategy.
- Manage strategic relationships with vendors, consultants, and service providers across the Network.
- Oversee procurement, contract negotiation, and purchasing activities to ensure cost-effective and compliant acquisition of goods and services.
- Evaluate and approve major technology and procurement investments.
- Ensure transparency, accountability, and responsible use of organizational resources.
Purchasing & Procurement Oversight
- Provide leadership and governance for purchasing and procurement operations across the Network.
- Establish procurement policies, procedures, and internal controls aligned with organizational, regulatory, and funding requirements.
- Collaborate with finance and operational leadership to align procurement strategies with budgets and programmatic needs.
- Evaluate vendor performance and support development of strategic vendor partnerships.
Leadership & Team Development
- Provide leadership, direction, and oversight to IT and procurement leadership staff, including the Director of Information Technology.
- Establish organizational structure, priorities, and performance expectations across teams.
- Build leadership capacity through succession planning, workforce development, and talent management.
- Support recruitment, performance management, and professional development initiatives.
Stakeholder Collaboration
- Serve as the primary liaison between the IT department and organizational leadership.
- Serve as a key liaison between IT, procurement, and executive leadership across the Network.
- Partner with leadership to align technology and procurement capabilities with operational and programmatic needs.
- Promote a customer-first service culture that prioritizes responsiveness, collaboration, and a positive user experience for internal stakeholders and Network Partners.
- Represent the IT and procurement functions in leadership discussions and organizational initiatives.
Supervisory Responsibilities:
Provides executive leadership and supervision for IT and procurement functions across the Network, including direct oversight of the Director of Information Technology and other leadership staff. Responsibilities include organizational design, performance management, and leadership development.

Required Education and Experience:
- Bachelor’s Degree in Computer Science, Information Technology, Information Systems, or related field.
- Master’s Degree preferred.
- Minimum of 10 years of progressively responsible IT experience, including senior leadership experience overseeing managers or directors.
- Demonstrated experience leading enterprise or multi-site environments.
