Responsible for managing a team of individuals to ensure indirect tax compliance requirements are met based on the activities of CITGO Petroleum Corporation and CITGO Holding. Provide guidance and planning around the application of multi-state excise tax, motor fuel and sales/use tax laws to changes in the operation of the business. Analyze financial and operating transactions to determine the indirect tax impact. Responsible for organizing and managing the indirect tax function to provide adequate coverage and protection in the areas of tax compliance, tax audits, tax accruals, proposed legislation, implementation and industry representation. Plan and direct work, provide training, facilitate interaction with other groups, establish goals and objectives and set performance criteria. Conduct performance reviews and perform departmental budgeting.

- Must possess in general a comprehensive understanding of sales/use tax, excise taxes and motor fuel tax laws for various federal and state tax jurisdictions.
- Experience with Avalara software and Vertex preferred.
- Strong managerial skills and ability to lead and drive change.
- A valid driver’s license is required.
- Responsible for the direct supervision of compliance for sales and use tax, motor fuels tax, federal excise tax and miscellaneous excise tax. Manage compliance and filing processes by evaluating tax legislation and business changes to determine implications and minimize risk and exposure. Allocate resources to ensure that approximately 200 tax returns/month and other items are timely and accurately filed with various tax jurisdictions. Manage and oversee the general ledger account reconciliation process.
- Manage and oversee federal excise tax, sales/use tax, miscellaneous excise tax and motor fuel tax audits. Review audit schedules, invoices, bills of lading, contracts and other supporting documents; work with various business units as well as external business partners to resolve audit issues; communicate audit status and findings to affected parties; negotiate and make recommendations regarding audit assessments, appeals and settlements.
- Respond to all excise tax inquires, both external and internal, providing interpretation of indirect tax laws/regulations (federal excise tax, sales/use tax, motor fuel tax and other miscellaneous excise tax) in a complete and timely manner in order to be in compliance with applicable statutes. Consult with stakeholders and provide recommendations or alternative approaches.
- Responsible for planning related to excise tax and sales/use tax. Perform indirect tax research and provide guidance and recommendations to senior management with respect to current and proposed laws/regulations impacting the Company’s current operations and proposed ventures. Work closely with stakeholders toward internal consensus. Participate in integrating and aligning diverse business units within the organization. Advise the business on the application of various indirect taxes as related to the company’s operations. Conduct technical research related to various taxes. Serve as the tax liaison on special projects.
- Regularly monitor and stay abreast of indirect tax laws and policies, including legislative changes and tax rate updates.
- Provide supervision and development of indirect tax team by selecting, training, mentoring, and assigning duties to staff. Build and maintain a team-based work environment; establish performance expectations and conduct regular formal and informal evaluations and provide recognition and rewards.
