Position Summary
We are seeking an experienced **Owner’s Representative** to provide on-site construction project management support for a major facility project in Kennett Square, PA. This role represents the Owner’s interests throughout construction and closeout, ensuring the project is delivered **safely, on schedule, on budget, and to the highest quality standards**.
The ideal candidate is a strong communicator and seasoned construction professional with deep experience coordinating contractors, managing compliance, navigating regulatory approvals, and driving successful project outcomes across complex, multi-stakeholder environments.
Key Responsibilities
1. Project Oversight & Coordination
* Represent the Owner’s interests throughout all phases of construction and project closeout.
* Coordinate the activities of the General Contractor, Design Consultants, Separate Contractors, and OFCI vendors to maintain alignment and avoid conflicts.
* Ensure adherence to design documents, project requirements, and industry standards.
* Identify and report quality issues, risks, and delays, and drive timely resolution with project stakeholders.
* Support decision-making processes by providing timely information and facilitating approvals.
2. Compliance, Conduct & Safety
* Ensure all contractors and vendors adhere to project-specific conduct guidelines, confidentiality requirements, and applicable laws.
* Oversee and verify background checks for vendor personnel per project suitability requirements.
* Immediately report any conduct violations, potential conflicts of interest, or sensitive external interactions.
* Monitor on-site safety performance and promptly report incidents or hazards.
3. Cost & Change Management
* Review and provide input on change orders, payment applications, and potential cost impacts.
* Identify opportunities for cost efficiency and schedule optimization.
* Support enforcement of contract terms to maintain scope, budget, and performance requirements.
* Collaborate with the project team to explore schedule acceleration options (e.g., overtime, resequencing).
4. Meetings, Documentation & Communication
* Attend and contribute to weekly project meetings, site walks, and issue-resolution sessions.
* Maintain organized project documentation, including snag lists, trackers, and access schedules.
* Track third-party inspection reports and ensure timely closeout of all findings.
* Provide weekly progress reports summarizing key activities, issues, risks, and next steps.
5. Commissioning & Closeout
* Monitor and support all commissioning activities to ensure systems are tested, verified, and documented as required.
* Coordinate with operations and commissioning personnel to facilitate a smooth handover.
* Confirm final documentation—test results, O&M manuals, warranties, and turnover packages—is complete and accurate.
6. Local Authority Coordination & Approvals
* Verify timely submission of all statutory applications, permits, and regulatory documentation.
* Review and communicate any required fees or payments associated with approvals.
* Monitor the General Contractor and Design Consultants to ensure timely delivery of required information to local authorities.
* Confirm all planning permissions, building regulations approvals, and fire safety clearances are in place prior to construction.
* Advise the Owner on relevant local laws, building codes, and requirements from authorities having jurisdiction.
Qualifications
* Bachelor’s degree in Construction Management, Civil Engineering, Architecture, or related field.
* 8 years of experience in construction project management or as an Owner’s Representative on large commercial or industrial projects.
* Strong understanding of construction contracts, permitting processes, and building codes.
* Demonstrated experience managing compliance, safety, quality, and cost controls on complex projects.
* Excellent communication, coordination, and stakeholder management abilities.
* Experience in large-scale corporate or industrial projects is highly desirable.
