Join Circles of Care, a private, accredited social services agency dedicated to providing safe, stable homes for children and youth in the Texas foster care system. We are seeking a full time Case Manager/Family Home Developer for our child placement program in McAllen, TX. This dual role is responsible for the identification, screening, and licensing of foster/adopt care providers and the placement, assessment, and monitoring of foster children and youth in foster/adopt homes. The position is supervised by a Program Director and serves the McAllen and surrounding areas.

Primary Responsibilities

Case Management

  • Conduct intake, pre-placement, and placement of children into the program.
  • Coordinate and schedule placements and discharges.
  • Treatment planning including assessment, service coordination, discharge planning, and the development of a comprehensive service document.
  • Progress monitoring for the continued appropriateness and suitability of placement.
  • Routine home visits to foster homes located throughout the service region.
  • Complete documentation including progress notes, incident reports, compliance checklists, intake assessments, discharge checklists, inventories, etc. and submit according to deadlines.
  • Build and maintain strong, supportive relationships with foster/adopt parents, focusing on skill development and active retention with the agency.
  • Monitor homes for compliance with DFPS Minimum Standards, identify problem areas, and develop improvement plans.
  • Conduct aftercare follow-ups to maintain stability post-discharge.

Family Home Development

  • Lead the development and execution of dynamic recruitment strategies to expand our network of foster/adopt providers.
  • Identify and screen potential foster/adopt parents.
  • Perform reference checks, background checks, home inspections, and other monitoring activities throughout the licensing process.
  • Coordinate and conduct pre-licensing and in-service training for foster and adoptive providers in both virtual and classroom settings.
  • Conduct home studies including interviews, physical plant assessments, and multiple walkthroughs of the home environment.
  • Implement developmental or corrective action plans when foster/adopt caregivers require additional skills development or have violated policy.
  • Perform internal investigations as needed.
  • Maintain family home records.

General

  • Conduct routine audits of family and child files.
  • Attend staff meetings as required.
  • Complete required training on a preliminary and ongoing basis.
  • Perform general office tasks as required.
  • Perform special assignments and projects as required.
  • Maintain compliance with DFPS Minimum Standards, internal policy, and state and federal law.

Minimum Requirements

  • A bachelor's degree or higher in human services, social work, or a related field. Equivalent years of direct experience in childcare, child placement, family social services, or a related field may be substituted for education.
  • Strong project management, customer service, and organizational skills.
  • The ability to work independently, as part of a team, and with exceptional attention to detail.
  • Comfortable with a flexible, hybrid-remote work structure requiring effective time management and high accountability.
  • The ability to relate to a wide variety of adults and children with a range of personalities and challenges.
  • The ability to speak, read, and write English proficiently and exceptional verbal and written communication skills. Bilingual is a plus.
  • Professional demeanor and appearance.
  • High proficiency in computer programs including the suite of Microsoft Office products, Adobe, and databases.
  • A valid driver's license and reliable transportation. Travel is a requirement of the position.

Other Requirements

  • Complete and clear a drug screen.
  • Complete and clear a background screen including FBI fingerprint.
  • The ability to complete both instructor-led and self-instruct on-the-job training.
  • Bilingual (English/Spanish) is desired, but not required.

The salary offered will fall within the given range and depend on education plus years of relevant experience.
