Job Summary
The Program Director of Specialty Behavioral Health provides leadership in the development and oversight for an innovative program designed to provide direct access to behavioral health services to people experiencing homelessness. The Program Director is the operational leader who ensures all specialty behavioral health services are delivered with excellence, are compliant with regulatory requirements, align with evidence-based practices, and are delivered with a whole-person approach.
Key Responsibilities:
- Oversee development, daily operations and strategic direction of the Specialty Behavioral Health program.
- Develop and implement protocols that align and are compliant with all regulatory and programmatic requirements.
- Develops a budget for the Specialty Behavioral Health program and provides daily oversight to fiscal stewardship of the service line.
- Provide operational oversight of the Specialty Behavioral Health program.
- Hire, train, supervise and provide performance evaluations for non-clinical behavioral health staff and participate with the Medical and Behavioral Staff leadership in the hiring of providers.
- Ensure housing assessments and referrals are integrated into care planning.
- Facilitate use of HMIS and closed-loop referral systems for social needs.
- Coordinate with community partners to address food, shelter, and transportation needs.
- Monitor quality and timeliness of Specialty Behavioral Health services and documentation in accordance with Mercy Care guidelines.
- Participate in performance improvement initiatives and ensure submission of required reports.
- Ensure appropriate use of the electronic health record (EHR) and participation in Health Information Exchange (HIE).

Qualifications
Qualifications:
Education:
Bachelor’s degree in healthcare management or related discipline required.
Master’s degree in healthcare management or related discipline is preferred.
Experience:
Five years of experience leading a Behavioral Health Program.
Skills:
- Strong knowledge of Behavior Health models and Medicaid systems.
- Experience coordinating physical and behavioral health services for high-risk populations.
- Proficient in quality monitoring, regulatory compliance, and program evaluation.
- Excellent communication and organizational skills.
- Understanding of trauma-informed care principles and culturally responsive practices.
- Familiarity with EHR, HMIS, and HIE systems.
- Familiarity with AHCCCS Provider Type 77 billing and coding strategies.
