What are the responsibilities and job description for the Facilities Cost Estimator position at Cimarron Software?
Cimarron is seeking a Facilities Cost Estimator to support the Missile Defense Agency (MDA) on the Integrated Research and Development for Enterprise Solutions (IRES) contract at Schriever Space Force Base in Colorado.
Key Duties:
- Build estimating processes and estimating tools to provide timely cost estimates.
- Establish new quantitative and qualitative processes for cost modeling and scenario analysis.
- Develop and maintain organized and up-to-date records of historical data, material lead times, cost assessments, risk registers, and supporting documentation.
- Gather and track market factors and external conditions that affect budgets, cause variance, and increase risk exposure.
- Support the development and tracking of risk mitigation strategies and lessons learned with project controls, management, and scheduling teams.
- Prepare reports, metrics, presentations, summaries, and ad-hoc analysis for briefings.
- Assist in the management of key subcontractors, vendors, master subcontractor agreements, request for proposals, and other contracting actions.• Participate in a facility-wide estimating team to receive estimate requests or technical
- direction, calculating all project costs and scheduling requirements, contributing to proposal efforts and negotiations with the government customer.
- Analyze blueprints and other documentation to prepare time, cost, materials, and labor estimates for facility renovation, sustainment, and modernization projects.
- Present estimates to managers, clients, or other interested parties.
- Consult with clients, vendors, personnel in other departments or construction foremen to discuss and formulate estimates and resolve issues.
- Confer with engineers, architects, owners, contractors, and subcontractors on changes and adjustments to cost estimates.
- Prepare reports or bids that detail the cost breakdown.
- Estimate the cost of equipment or materials to be bought or leased.
- Adjust estimates based on changing market conditions, price fluctuations, and other economic factors.
- Keep track of the latest industry trends and pricing to ensure accurate and competitive pricing.
- Use software for data analysis, forecasting and budgeting, and project management.
- Verify subcontractor quote submissions.
Required Skills, Experience, and Education:
- Due to facility security requirements, only U.S. citizens are eligible for consideration at this time.
- This position requires access to federal facilities. Candidates must possess a valid, unexpired Real ID-compliant driver's license or state-issued identification card at the time of hire. - Ability to complete a pre-employment background check and drug screening, which will include but is not limited to testing for marijuana use.
- Must have an active Secret Security Clearance.
- 1 or more years of experience.
- Must be able to read and interpret blueprints, design plans, and specifications.
- Strong math and research skills.
- Proficiency with RSMeans (or similar) and the Microsoft Office suite.
Desired Skills, Experience, and Education:
- Professional certification in cost estimation or project management.
- Understanding of Earned Value Management.
- Familiarity with MS Project and financial systems.
- Bachelor of Science in Engineering, Construction Management, Finance, or related field.
