Job Summary: Position will fill two roles:

Coordination of local Early Childhood Iowa area activities consistent with guidance issued by Iowa Department of

Management

Coordination of Decategorization Project Area planning and implementation of projects which will include

Community Partnerships for Protecting Children initiatives.This position is involved with a large number of community planning groups and organizations as well as service providers and various governance boards.

Additionally, this position shall serve as a liaison between the Decategorization Board, the CPPC Shared Decision

Making Team, and the local community, and facilitate collaborative efforts to address child welfare and juvenile justice issues, and the four strategies of CPPC in the community.

Minimum Employee Requirements:

  • Bachelor’s degree preferred. Preferred coursework in acc ounting or business, or experience performing activities and tasks similar in nature.
  • Acceptable Child Abuse & Criminal Record
  • Cell Phone with Smart Phone Capabilities

Qualifications:

  • Knowledge and experience in basic accounting principles and/or budgeting, generally accepted accounting rules, and tracking expenditures in relation to a set budget.
  • Knowledge and basic understanding of Iowa code and current legislation related to ECI, CPPC &

Decategorization.

  • Ability to monitor contracts to ensure program/service outcomes are achieved.
  • Knowledge of the child welfare and juvenile justice systems.
  • Ability to provide leadership to the Governance Boards to conduct community and strategic planning.
  • Demonstrated skill in effective collaborations including: communication, facilitation, networking and advocacy; preferred experience providing community-based programming and services targeting the safety, permanency, and/or wellbeing of at-risk children and families.
  • Ability to use basic computer literacy skills; Microsoft Word, Excel, etc.
  • Must have a valid driver’s license and reliable vehicle; anticipate travel for work related meetings, trainings, events, and activities.
  • Ability to provide leadership to conduct community and strategic planning around child welfare issues.

Primary Responsibilities:

1. Demonstrates knowledge and understanding of basic accounting and managerial skills including fiscal management (or fiscal accountability and compliance); with theECI Board, Decategorization Board and the CPPC Shared Decision Making Team will:

  • Develop and monitor annual ECI, Decat and CPPC budgets;
  • Monitor fiscal and performance accountability for contracted programs/services;
  • Provide quarterly progress reports of funded contracts to the Decat Governance Board.
  • Prepare accurate and timely budget and expense reports.

2. Represent Early Chldhood Iowa Area Board to the Public

  • Prepare and present program, budget and policy recommentations
  • Identifiy and address unmet community needs relating to early childhood and family services
  • Develop and issue requests for proposals, procure contracts and monitor services
  • Coordintaie board meeting on a regulary scheduled basis

3. Manage the essential functions of the Decategorization area as defined by law

  • Facilitate collaboration with local providers and community members, local needs assessment and

Community Partnership for Protecting Children (CPPC) site, and state/local agencies;

  • Develop and submission of Decategorization & CPPC Annual Plan.
  • Facilitate Decategorization Board and CPPC Shared Decision Making Meetings
  • Coordinate bid solicitation processes approved by the Decategorization Board.
  • Assist the Decategorization Board with the review and maintenance of current Operating Principals or bylaws per state requirements;
  • Provide orientation and education for new Decategorization Board members;

4. Review and process Flex Funding/Individualized Assistance Services requests.

5. Write and/or assist in writing grants for funding to support the goals and outcomes of the area.

6. Attend ECI, Decat & CPPC meetings, trainings, and other local/regional/state meetings, conferences, trainings.

7. Provide coordination of ongoing and expanded development and implementation of the Community
Partnerships for Protecting Children (CPPC) site in the community.

8. Other duties as assigned by the Boards

9. Coordinate and oversee the AmeriCorp staff efforts to support the local Decategorization and CPPC.
