Position Summary

Churchill County is hiring for a new full-time combined position: CART and Meals on Wheels Driver (Transportation Specialist).

This position typically works Monday through Friday and plays a vital role in supporting senior citizens in our community. The Transportation Specialist delivers nutritious meals to homebound seniors through the Meals on Wheels program and provides safe, reliable transportation to medical and other essential appointments. In addition, this role is responsible for completing routine bus inspections and assisting seniors and individuals with disabilities in accessing vital services throughout the community and surrounding areas.

Individuals in this role must be skilled at interacting with senior citizens, observing and monitoring their well-being, and reporting any concerns to supervisory staff at the William N. Pennington Life Center.

As a full-time, regular position, the person hired would be enrolled in the Nevada PERS retirement system. In addition to the salary paid, the county contributes an additional 36.75% into PERS on the employee's behalf (value of $5.77/hour or approximately $12,000 annually). In addition, the employee will not contribute to Social Security, resulting in an additional 6% in take-home pay (an equivalent of $.94/hour or $1,900 annually). The county also pays 100% for employee-only health insurance premiums (equivalent to $6.15/hour or $12,800 annually). An employee in this position will also receive full accruals of vacation leave (8 hours per month) and sick leave (10 hours per month), in addition to 8 hours for pay for 11 paid holidays.

Position Summary:
Responsible for preparing, loading, and delivering meals to seniors in the Meals on Wheels program. Completes wellness check on seniors at the time of food delivery and referrals for additional services as deemed necessary for seniors to maintain safe and healthy independent living.

Essential Functions

  • Demonstrates regular, reliable, and punctual attendance.
  • Inspects vehicle to ensure that it is in a clean and in operable condition; completes inspection paperwork/checklist; reports the need for service or repair; ensures that vehicles are scheduled for routine maintenance as required.
  • Assists with packing and transporting meals to isolated or homebound senior citizens and residents with disabilities.
  • Drives vehicle to and from various locations, following a pre-established schedule or on an on-call basis; adjusts schedules as required.
  • Maintains driver log; if required, lists client name, address, and other information for each trip.
  • Transports meals and beverages to the homebound, assuring that the meal is safely delivered; assists with packing of meals; reports unusual circumstances (such as no one home, no response at the door, etc.) to Senior Center Manager.
  • Ensures temperatures of meals are compliant with regulations and procedures.
  • Communicates any client welfare concerns to Senior Center Manager.
  • Washes and cleans the interior of the vehicle; fuels the vehicle.
  • Participates in in-service training to update skills and learn techniques for dealing with various clients.
  • Contributes to the efficiency and effectiveness of the division's service to its customers by offering suggestions and directing or participating as an active member of a work team.
  • Represents the County with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public.

Qualifications

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Education and Experience:
High School diploma/GED; AND one (1) year of customer service experience; OR an equivalent combination of education, training and experience.

Required Knowledge and Skills
Knowledge of:
  • Laws, rules and regulations for operating a motor vehicle in the state of Nevada.
  • Food safety and handling principles, practices and equipment related to the work.
  • County geography.
  • Standard office practices and procedures, including records management.
  • Communicating effectively in oral and written forms.
  • Techniques for dealing with a variety of individuals from various socio-economic, ethnic and cultural backgrounds, in person and over the telephone.
Skill in:
  • Working without close supervision in standard work situations.
  • Maintaining accurate records of work performed.
  • Understanding and following oral and written directions.
  • Driving a vehicle skillfully and safely.
  • Establishing and maintaining effective working relationships with those contacted in the course of the work.
  • Dealing effectively with disabled individuals and others needing special assistance.
  • Contributing effectively to the accomplishment of team or division goals, objectives and activities.

REQUIRED CERTIFICATES, LICENSES, AND REGISTRATIONS:
Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation.
  • Nevada Driver’s License.
  • First Aid, CPR and elder abuse training/certification within three (3) months of date of employment.

Physical Demands and Working Environment

Mobility to work in a transportation setting and operate a motor vehicle; strength and agility to lift materials weighing up to 50 pounds; stamina to sit for extended periods of time; vision to read printed materials; hearing and speech to communicate in person or over the telephone.
Work is subject to performance under exposure to extensive travel, bodily fluids, fumes, gases, noise and chemicals.

CONDITIONS OF EMPLOYMENT:

No Nevada state income tax

Retirement
Public Employees' Retirement System (PERS) of Nevada - Part-time positions must work at least 1,040 hours in a fiscal year to be eligible for PERS. Churchill County contributes 36.75% of an eligible Regular Member's salary for retirement. Churchill County contributes 58.75% of an eligible Police Member's salary for retirement. Retirement benefits are available to employees hired in positions that work 20 hours per week or more on a regular basis. Positions of less than 20 hours per week (or less than 1040 hours in a fiscal year) will receive Social Security contributions and will not be enrolled in PERS.

Deferred Compensation Plans
Employees can also participate in the VOYA 457 deferred compensation plan, which is funded by the employee. This allows the employee to save money in pre-tax dollars toward retirement.

Cafeteria Health Coverage Plan – There are no health insurance benefits offered to part-time employees.

Vacation Leave
Part-time, regular county employees accrue annual (vacation) leave vacation at a prorated amount depending the number of hours worked. (A new full-time employee accrues 8 hours per month - a part-time, regular employee earns a prorated amount of the 8 hours per month.) Employees earn additional annual leave hours at 5, 10, 15, and 25 years of service up to a maximum of 240 hours (30 days) per year. While on probation an employee is not granted vacation leave for the first six months; the employee still accrues vacation leave during this time and will be credited with 48 hours of vacation leave after six months of employment in their regular position.

Sick Leave
Part-time, regular employees accrue sick leave at a prorated amount depending the number of hours worked. (A new full-time employee accrues 10 hours per month - a part-time, regular employee earns a prorated amount of the 10 hours per month.)

HOLIDAYS - Regular county employees enjoy 12 paid holidays per calendar year including New Year's Day, Martin Luther King Day, President's Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Nevada Day, Veteran's Day, Thanksgiving Day, Family Day (Friday after Thanksgiving), and Christmas Day. In addition, County employees are entitled to one floating holiday per year, to be used at a time agreed to by the employee and his or her supervisor. (Regular, part-time employees receive prorated holidays based on the number of hours normally worked.)

Tuition Reimbursement
Churchill County values it's employees and empowers all employees to enhance their skills by taking job-related college courses as well as participating in job related workshops and seminars. To that end, for regular employees the county has a generous Tuition Reimbursement policy for accredited courses, reimbursing up to $1,200 per calendar year in educational expenses.
