Summary

Job Description

This position will provide direction and control of Line Operations Department including the operation and maintenance of overhead and underground transmission and distribution lines. This role will be responsible for making capital improvement recommendations that enhance service, improve productivity, and meet strategic objectives. Additionally, this role will be responsible for overall fiscal management, policies & procedures implementation and adherence and quality improvement framework initiatives and maintenance.

Essential Functions

  • Manage and oversee the divisional line operations for overhead and underground transmission and distribution lines.
  • Review capital improvement recommendations for service productivity and alignment in strategic objectives.
  • Develop, propose and manage approval for department organizational structure and personnel to meet operating requirements and to anticipate future needs.
  • Direct and participate in preparation of the operation and capital budget.
  • Review and monitor construction service projects for projected timeline requirements and completion.
  • Plan, develop and implement short and long-range construction, operations and maintenance plans.
  • Develop and manage work standards and productivity measurements.
  • Participate in system planning and engineering studies. Serve on committees with representatives of other utilities and agencies on Operations & Maintenance (O&M) issues.
  • Manage division documentation and recordkeeping process and procedures.
  • Review, recommend, and implement methods, technologies, and industry practices. Participate in benchmarking studies to identify leading performance indicators.
  • Provide leadership and guidance on departmental processes, procedures and the development and training of personnel.
  • Administer contracts for consulting services and prepare requests for proposals.
  • Support and coordinate safety practices and programs.
  • Prepare and present materials to inform Executive Leadership and Board of Directors to support decision making.
  • Represent Chugach Electric as designated member of two industry related trade associations, AGC and AHBA and the Alaska Utility Operations Management Group.
  • Coordinate with communications division on matters that may receive media attention or will be released to the media.
  • Support continuous improvement and operational efficiency by identifying areas of opportunity and sharing recommendations with leadership.

Internal

  • VP, Field Operations: Report to, receive direction, guidance, and decisions from.
  • Managers and Leadership: Confer with, give and receive information.
  • Board of Directors: Give and receive information.
  • Other Departments: Coordinate with, provide assistance to and exchange information.

External

  • Bargaining Unit Representatives
  • Regulators, Municipal, State and Federal Agencies: Coordinate with, exchange information and develop relationships relative to assigned duties.
  • IBEW: Discuss contract interpretation questions. Participate in negotiations, grievances, and arbitrations.
  • Members-Owners: Provide assistance to.

Competencies

  • Current knowledge of utility systems operations, construction and maintenance.
  • Working knowledge of Uniform System of Accounts, NESC, OSHA, DOT regulations and applicable environmental regulations.
  • Knowledge of the budgetary process and contracting, construction materials, methods and techniques.
  • Effective written and oral communication and negotiation skills with the ability to clearly convey both technical and strategic information to various audiences.
  • Ability to manage cross-functional teams and develop effective working relationships.
  • Ability to represent Chugach’s O&M interests on O&M committees and in inter-utility studies.
  • Advanced knowledge of Microsoft Office applications.
  • Proven ability to uphold ethical and professional conduct.

Supervisory Responsibility

This position has supervisory responsibility for the Line Operations department.

Work Environment

Work is performed in a standard office environment with some fieldwork required. Some evening and weekend work may be required occasionally. Occasional air travel is required. Attendance at Board of Directors’ meetings and conferences outside of the state may be required. This position has on-call responsibilities on a rotating basis.

Minimum Qualifications And Experience

Education

Bachelor’s degree in construction, engineering, business, or related field, required. Alaska Electrical Administrator License in the Outside Line or Unlimited Line category, preferred.

Experience

Six (6) years of progressively responsible experience, including supervisory responsibility, in electric utility operation, construction and maintenance. Experience in overhead and underground transmission and distribution maintenance practices. Familiarity with utility metering methods, materials management, and fleet operations, preferred. Experience in a utility or union environment, preferred.

Substitution

Additional professional experience in a similarly complex role or related field (above the 6-year minimum) may be substituted for the required education on a year-for-year basis.
