Summary

Job Description

This position will provide direction and control of the transmission and distribution substations, including relay systems and meter control. The role will be responsible for reliable operation, capital improvement recommendations that enhance service, improve efficiency and meet strategic objectives. Additionally, this role will provide strategic leadership, organizational planning, and operational oversight to ensure system performance and safety.

Essential Functions

  • Manage and oversee substation, meter and relay operations, maintenance, diagnostics, and construction activities.
  • Review and approve capital improvement recommendations, maintenance, divisional programs, and work standards.
  • Review, recommend, and implement capital improvements that enhance reliability, productivity, and strategic objectives.
  • Coordinate with internal programs for reliability and maintainability on projects.
  • Develop, propose and manage approval for department organizational structure and personnel to meet operating requirements and to anticipate future needs.
  • Review significant unscheduled repairs, outage trends, and post-disturbance analyses, and implement corrective actions to enhance system reliability and performance.
  • Review, recommend, and implement methods, technologies, and industry practices. Participate in benchmarking studies to identify leading performance indicators.
  • Assist and prioritize system operations support.
  • Develop and manage productivity measurements and performance review criteria.
  • Direct and participate in preparation of contracts.
  • Assist and support compliance with safety practices and programs.
  • Direct system studies to maintain adequate system capacity, security, and long‑term planning needs.
  • Prepare and present materials to inform Executive Leadership and Board of Directors to support decision making.
  • Provide guidance on the scheduling and coordination of operational activities across functional groups to improve efficiency, deliver financial benefits, reduce outage frequency, and enhance reliability metrics.
  • Establish initiatives and manage objectives to Chugach’s overall strategic goals.
  • Support continuous improvement and operational efficiency by identifying areas of opportunity and sharing recommendations with leadership.

Internal

  • VP, Field Operations: Report to, receive direction, guidance, and decisions from.
  • Managers and Leadership: Confer with, give and receive information.
  • Board of Directors: Give and receive information.
  • Other Departments: Coordinate with, provide assistance to and exchange information.

External

  • Bargaining Unit Representatives
  • Regulators, Municipal, State and Federal Agencies: Coordinate with, exchange information and develop relationships relative to assigned duties.
  • IBEW: Discuss contract interpretation questions. Participate in negotiations, grievances, and arbitrations.
  • Members-Owners: Provide assistance to.

Competencies

  • Knowledge of the operation, construction, and protection of electric utility systems.
  • Ability to develop, review, and approve relay settings for distribution, transmission, and generation systems.
  • Current knowledge of substation equipment, applicable standards, and operational practices, including inspection, maintenance, diagnostics, and cold‑weather performance considerations.
  • Knowledge of Rural Utilities Service (RUS) construction specifications and design requirements, the RUS Approved List of Materials, the National Electrical Safety Code, OSHA regulations, and Alaska‑specific construction practices.
  • Ability to coordinate contractors, vendors, and multidisciplinary teams on system protection and substation projects.
  • Ability to prepare technical and non-technical reports, including post-disturbance analyses.
  • Ability to manage cross-functional teams and develop effective working relationships.
  • Ability to perform under stressful conditions during major outages and represent the Association in public forums.
  • Effective written and oral communication and negotiation skills.
  • Knowledge of Microsoft Office applications.
  • Proven ability to uphold ethical and professional conduct.

Supervisory Responsibility

This position has supervisory responsibility of Substation, Relay Controls and Protection and Meter shop departments.

Work Environment

Work is performed in a standard office environment with some fieldwork required. Some evening and weekend work may be required occasionally. Occasional air travel is required. Attendance at Board of Directors’ meetings and conferences outside of the state may be required. This position has on-call responsibilities on a rotating basis.

Minimum Qualifications And Experience

Education

Bachelor’s degree in electrical engineering required. Alaska Professional Engineer’s registration, preferred.

Experience

Six (6) years of progressively responsible electric utility engineering, substation, protective relay application, and system operation experience, required. Experience relative to electrical system post disturbance analysis and report preparation, required. Experience working in a union environment, preferred.
