Summary
Job Description
This position will oversee the design and construction of capital distribution plant projects for the Association. It will manage work groups focused on line extensions, service upgrades, system improvement, relocation and construction projects from initiation to close out. Additionally, this position will manage required overhead functions and agreements including interfacing with consumers, special interest groups, businesses, public meetings, government agencies and the Chugach Board of Directors.
Essential Functions
Internal
This position has supervisory responsibility for the Distribution Design and Distribution Construction departments.
Work Environment
Most work will be performed in a standard office environment with some fieldwork required. Some evening and weekend work may be required occasionally. Occasional air travel is required. Attendance at Board of Directors’ meetings and conferences outside of the state may be required.
Minimum Qualifications And Experience
Education
Bachelor’s degree in engineering, required. Master's degree in electrical engineering or business administration, desirable. Registered Professional Engineer, State of Alaska, preferred.
Experience
Eight (8) years of progressively responsible electrical distribution design, construction, system planning or operation experience with supervisory responsibility, required. Experience in a utility or union environment, preferred.
Substitution
Additional professional experience in a similarly complex role or related field (above the 8-year minimum) may be substituted for the required education on a year-for-year basis.

Essential Functions
- Direct and oversee the engineering, design, construction, and inspection of distribution facilities.
- Review capital improvement recommendations for service productivity and alignment in strategic objectives.
- Review and manage distribution standards and design practices to meet financial and reliability objectives.
- Direct and participate in the preparation of construction contracts.
- Review current practices, benchmark against leading performers, and implement best practices to improve overall service levels and productivity; establish performance indicators and measurement systems and hold subordinates accountable for performance.
- Provide leadership and guidance on departmental processes, procedures, and the development and training of personnel
- Manage adherence to policies and procedures.
- Develop, propose, and secure approval of department organizational structure and staffing to meet operating requirements and to anticipate future needs. This includes appropriate business process analysis required to support necessary organizational changes.
- Administer contracts for engineering consulting services and prepare requests for proposals for design services.
- Prepare and monitor department budget and capital project activity by participating with management staff in Project Controls activities. These activities include updating project schedules, validating cost reports, estimating cost to completion as well as costs at completion.
- Manage Tariff updates and verify completion.
- Maintain and support administration of Joint Use Agreements.
- Negotiate Utility Relocation Agreements with local, state, and federal agencies
- Support continuous improvement and operational efficiency by identifying areas of opportunity and sharing recommendations with leadership.
- Establish initiatives and manage objectives to Chugach’s overall strategic goals.
- Anticipate and respond to resource requirements and meets time constraints of construction season and system operation.

- Vendors and manufacturers: Consult with.
- Member-Owners: Provide assistance to.
- Current knowledge of electric utility system design, operations and construction.
- Working knowledge of Uniform System of Accounts, RUS design and construction requirements, RUS Approved List of Materials, National Electrical Safety Code, OSHA rules and regulations, environmental regulations, construction contracts, materials and practices; as well as construction and material specifications.
- Knowledge of common construction practices utilized in Alaska.
- Proven ability to provide effective leadership and direct department and contract staff in designing and constructing all outside plant facilities required for the efficient operation of electrical distribution systems.
- Ability to recognize system needs and prepare designs that meet electrical and mechanical demands, while fulfilling aesthetic, economic, regulatory and environmental requirements. This includes complete design of overhead and underground distribution lines, transformers, regulators, capacitors and sectionalizing banks and other special projects and loads.
- Ability to manage cross-functional teams and develop effective working relationships.
- Must have effective project management skills to keep projects on schedule.
- Demonstrated ability to expedite work while maintaining necessary standards, organize workflow, manage multiple priorities and make prompt decisions.
- Must be able to innovate new methods and designs for improving system and plant facilities.
- Must have ability to organize and train an efficient work group.
- Knowledge of business process and implementation to facilitate workflow.
- Effective written and oral communication and negotiation skills with the ability to clearly convey both technical and strategic information to various audiences.
